Upon notification by the Director of Public <br />Works, the City Administrator or other duly authorized <br />representative of the Town of Pleasanton, all persons, <br />including the refuse collector, shall comply with the provisions <br />of this ordinance or be deemed guilty of a misdemeanor. <br /> <br /> Section 2.03| In all cases of disputes or complaints <br />concerning receptacles for refuse and the place where they are <br />awaiting rer, oval of their contents, the quantities to be <br />removed, the number of times of removal and the rates d~arged, <br />the City Administrator or the Director of Public Works, or their <br />duly authorized agents, shall designate the place, quantity, <br />time, manner and rates for such removal, and his ~ecision shall <br />be final. <br /> <br /> Section 2.04] It shall be unlawful for any person to <br /> in any manner interfere ~ith the collection, removal or <br />disposal of refuse by the authorized refuse collector. <br /> <br /> Sectio~ 2.05z No person, firm or corporation shall <br />dump, place or bury in any lot, land, street, alley or other <br />public place, or in any waterway or elsewhere within the <br />corporate limits, any garbage, trash, rubbish, manure or waste <br />matter condemned by the City Administrator or Director of <br />Public Works. <br /> <br /> Section 2.06: No refuse shall be burned within the <br />city limits unless such burning complies with the then existing <br />ordinances of the Town of Pleasanton, regulating such burning. <br /> <br /> Section 2.07 .' PERMITS. <br /> Every owner or person in possession of any building or <br />structure for which garbage removal is required herein, shall <br />have the right to remove the same, but it shall be unlawful for <br />any person to remove garbage from more than one residential unit. o <br />person other t'~-~an the regular refuse collector of the Town of <br />Pleasanton shall move any garbage over any of the streets of <br />the Town of Pleasanton without obtaining a permit to do <br />Such permits shall be issued by the City Clerk, on application <br />therefor, and on payment of the sum of Five Dollars ( $J. 00 ) <br />covering one calendar year beginning January 1st. Permits issued <br />after January 1st shall be issued for a pro rata charge for the <br />unexpired part of the year. <br /> <br /> Section 3.00. PREPARATION. <br /> <br /> Section 3.01: Every person requiring refuse service as <br />herein provided, and every other Derson having refuse in the <br />Town of Pleasantom, shall provide and at all times keep suitable <br />ant'~ sufficient water-ti~ht c~Lns or receptacles adequate to <br />contain without leakage or escape of odors, the amount of garbage <br />and waste ordinarily accumulating at such place during the <br />intervals between collections. Such cans or receDtacles in the <br />case of residential units shall not be less than the standard <br />thirty g-allo~ cap~ city. <br /> <br /> Section 3.02: Each such receptacle shall be constructed <br />of ~alvanized iron with suitable bales or handles on the outside, <br /> <br /> <br />
