Mayor Pico opened the matter for public comments. <br /> <br /> Jerry Wagner, 6344 Alisal Street, addressed Council in opposition to the <br />appropriation of funds for the Callippe Preserve Golf Course and {)pan Space project and <br />increase in the funding limit for the contract change orders. <br /> <br /> Vanessa Kawaihau, 871 Sycamore Road, asked if a part of the additional half a <br />million dollars for utilities, which was part of the North Sycamore Specific Plan, would <br />be assessed to any of the Happy Valley property owners who might choose to hook up to <br />sewer and water along Pdisal Street and/or Sycamore Roads. Depending on where one <br />lives, the last pro rata share for those residents choosing to hook up to sewer and water <br />was about $22,000 to $45,000, which did not include the hook up fees. She believed <br />these property owners had the right to know how much they would be charged for this <br />service. She questioned the $5 million dollars as it related to the Open Space and <br />Environmental Mitigation. She mentioned that the Parks and Recreation Commission <br />met last evening and there was nothing in the staffreport to the Commission addressing <br />the Aviso Adobe Park. She believed part of the golf course mitigation included some <br />type of program for the Aviso Adobe Park, and she asked for the current status. She <br />asked if the perimeter trails were going to be completed in time for the opening of the <br />Callippe Preserve Golf Course? She questioned the need for removing $2.8 million <br />dollars out of the In Lieu Park Dedication Fees. <br /> <br /> Mayor Pien believed that any increase in enst Would be part ora revised formula, <br />which Council had not finalized. <br /> <br /> Mr. Wilson concurred with Mayor Pico's comments. As he mentioned several <br />months ago, staffis still preparing the final analysis for what the final costs would be to <br />the North Sycamore Specific Plan residents. One of the issues that staffis addressing is <br />the cost for the hook up of water and sewer lines. He pointed out that the $900,000 <br />proposed increase is the City's share of the North Sycamore Specific Plan, which the City <br />is obligated to pay based on an agreement. Because the developer was obligated to place <br />in an 8-inch pipeline, staffis currently in discussions with the developer to try and reduce <br />or eliminate these costs. He pointed out that the contract with F~,na did not include the <br />entire trail, which surrounds the property. He noted that there is only a small piece of the <br />trail that was included in the contract. Staffis currently talking to a company that <br />specializes in developing and constructing trails. He also pointed out that the cost for the <br />construction of the trails would not be funded with this project, and believed the costs <br />would be reasonable. <br /> <br /> Ms. Ayala mentioned that Council had asked this same question at its last <br />meeting, and she believed it was anticipated that the trails would be completed at the <br /> same time the Callippe Preserve Golf Course opened.
