Ms. Ayala was confused ,and did not believe that Mr. Wilson had indicated that
this issue needed to be addressed immediately.

Ms. McKeehan confirmed that this issue did not need to be addressed
immediately. She was not sure what benefit Council would gain from continuing this
item for another two weeks.

Mayor Pico indicated that Council might gain more comfort if this issue was
continued for another two weeks. He realized the significance of funds spent in terins of
change orders for the Callippe Preserve Golf Course and Open Space Project. He
believed that if some members of the Council needed a better understanding and comfort
level, they should be provided that oppommity. Based on Ms. Ayala's request to
continue this item, he did not believe there was any objection from any council member. .

Ms. Hosterman did not object to continuing the matter if the delay of two weeks
would not hold up the project. She stated that she was anxious to get the Callippe
Preserve Golf Course and Open Space project completed as soon as possible.

Mr. Campbell did not object to continuing this issue. He questioned the proposed
$1 million dollar increase related to the clubhouse, as he believed it somewhat vague. He
asked for a clearer explanation, which could be provided in two weeks.

Mr. Wilson explained that the $1 million dollars was broken up into two
components. The first component was the actual bid that was received for the clubhouse,
which was higher than the original estimate, and equated to about $600,000. The
$600,000 was included in the budget and could be used as contingencies. The second
element of the clubhouse increase, the additional $400,000, was related to when the
project was first designed as to where the clubhouse would be located. A different set of
grades was assumed, and as a result, there was a required change order to change the
elevation to lower it in order for the utilities to be connected to the clubhouse. This also
required major adjustments to undergrounding a portion of the construction for the
clubhouse. Staffis currently trying to negotiate the change order with Ferma, and is also
hoping to work with Lindquist Construction.

Mr. Brozosky mentioned that a contingency amount was included in the budget
for this project. He wondered if the contingency funds were depleted and if staffwas
asking for an additional $4 million? He asked for the original amount that was budgeted
for the contingency.

Mr. Iremonger reported that the contract with Ferma included an $800,000
contingency. There was also an additional contingency on the overall project and
together both contingencies totaled under $2 million dollars.

Mayor Pico announced that his item would be continued to allow Council the
opportunity to understand the process and to receive and review the work Change Orders.

Pleasanton City Council 11 01/20/04
Minutes
