For clarification, Ms. Ayala asked if the proposed increase of $900,000 was for
the Happy Valley utilities?

Mr. Wilson confirmed that proposed increase of $900,000 was for the Happy
Valley utilities. He noted that the additional $900,000 would be costs that would not
only be passed on to the City, but also to the new houses built on the golf course. This
amount is comprised of two items: (1) $650,000 for the cost of repairing Alisal Street to
accommodate the utilities, which was an additional cost that the City did not expect, and
(2) $200,000 costs incurred for the sewer lift station, which is a cost that is incurred by
the City and the new homes that are expected to be built on the golf course.

Ms. Ayala asked if any of the costs for the repair of Alisal Street and the sewer lift
station would be placed on the Happy Valley residents.

Mr. Wilson indicated that none of the change orders for the Alisal Street repair
would be applied to the Happy Valley residents. He was unclear if a small portion of the
sewer lift station change order would apply to the Happy Valley residents.

Kevin Close, 871 Sycamore Road, did not support the appropriation of ftmds for
the Callippe Preserve Golf Course and Open Space Project and the increase in the
funding limit for contract change orders. He concurred with comments made by Ms.
Kawalhau made in reference to the need to take $2.8 million dollars out of the In Lieu
Park Dedication Fees. He asked if the developers for the Happy Valley area would be
required to place money in the In Lieu Park Dedication fund, as there are no parks in that
area. He questioned the endowment fund that he believed was intended to be set aside to
fund the Callippe Preserve Golf Course, and asked for the current status.

This matter was continued to Febrnary 3, 2004.

Item 6a(3)
Status of the Bypass Road to Access the Spotorno Propert3' and the Callippe
Preserve Golf Course and Open Space Proieet. (SR 04:012)

This item was continued to February 3, 2004.

Item 6b
Feasibility Stud.y for Youth Center.
