She asked if Council had seen most of the change orders, and wondered if <br />there were a substantial number of change orders in addition to what it had already seen. <br /> <br /> Mayor Pico seemed to recall that it had been a while since Council had reviewed <br />the change orders. <br /> <br /> Mr. Wilson mentioned that change orders continue to accrue as the project moves <br />along. He believed there were a significant number of change orders that Council had not <br />reviewed. <br /> <br /> Ms. Host~m~an asked if the City was required to accept the lowest bidder.on any <br />public building projects. <br /> <br /> Mr. Wilson confirmed that the City is required to choose the lowest, responsible, <br />qualified bidder. He noted that Ferma Construction did meet that criteria when it was <br />awarded the bid for the construction of the Callippe Preserve Golf Course. He no'ed that <br />awarding a contract to the lowest, responsible, qualified bidder does not affect the <br />number of change orders. He pointed out the complexity of this project, which entailed <br />several large sets of plans. With a project this size, and due to the fact that the City has <br />not been in the business of constructing golf courses, a number of corrections needed to <br />be made to the plans. Staff also found some conditions in the field that were not expected <br />when the golf course was originally laid out. He pointed out that staffhas resolved a <br />number of the problems through the change orders. '. <br /> <br /> Ms. McKeehan wanted Council to think about what the continuance of this item <br /> would do in actuality <br /> <br /> Ms. Ayala mentioned that she might not want to give permission to the Public <br /> Works Director to approve additional change orders. <br /> <br /> Ms. McKeehan noted that after reviewing the change orders, Council still had the <br /> option of giving the Public Works Director permission to sign the unpaid change orders <br /> even if it was det~mdned that Council had an issue. <br /> <br /> Ms. Ayala believed Council was also authorizing the Public Works Director to <br /> sign the change orders. <br /> <br /> Ms. McKeehan confirmed that she was correct.
