Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The City currently owns a 3.59-acre site generally located at thc northeast comer of the <br />intersection of Sunol Boulevard and Junipero Street. The site is vacant except for street trees and <br />shrubs next to the Junipero Street right-of-way. In 1996 a group of residents approached the City <br />Council requesting the City to consider utilizing this site for the development of an assisted <br />living facility. In response, the City Council referred this matter to the Housing Commission <br />that, in turn, established an assisted living subcommittee to assist in coordinating this project. <br /> <br />In 1997, the City circulated a Request For Qualifications (RFQ) to identify a developer to work <br />with the City to develop the project. As an outcome of this process, the City selected the <br />development team of Bridge Housing Corporation and the Hillsdale Group. Unfortunately, after <br />extensive planning and negotiations, the Hillsdale Group was purchased by ARV Assisted <br />Living who after reviewing the project, informed the City that it did not intend to pursue its <br />development. As a result, the City issued a new Request For Qualifications in 1999. In response <br />to this RFQ, the firms of Bridge Housing Corporation and Lytton Gardens Senior Communities <br />was selected to develop the project. A Land Disposition Agreement between the City and BLP <br />Partnership, Inc. (a partnership formed for this project by Bridge and Lytton) was approved by <br />the City Council in August 2000. This agreement provided the Bridge/Lytton Partnership with <br />exclusive rights to develop the project for the purpose of negotiating a ground lease, Regulatory <br />Agreement and financial plan. <br /> <br />Since the Land Disposition Agreement was approved, a PUD has been approved and the project <br />is ready to pull all City building permits. In addition, Eskaton has been retained to provide <br />project management services. Bridge has also been drawing funds from the $949,805 <br />predevelopment loan approved by the City in May 2003 to cover predevelopment costs related <br />to finalizing drawings, obtaining permits, legal documentation and project financing. <br /> <br />The proposed development will consist of 105 units, of which 31 will be affordable units and 19 <br />will be units reserved for residents with Alzheimer's. Total size of the development is 59,581 <br />square feet resulting in 38% floor area (FAR) for the site.
