Adequate building and grading setbacks are employed in <br />this development plan that would serve to prevent impacts to the creek channel as <br />well as to downstream properties. <br /> <br />Staff, therefore, believes that this finding can be made. <br /> <br />Whether grading in conjunction with the proposed development plan takes into ac- <br />count environmental characteristics and is designed in keeping with the best engi- <br />neering practices to avoid erosion, slides, or flooding, and to have as minimal an ef- <br />fect upon the environment as possible. <br /> <br />· The proposed grading would create flat building pads for these lots.
