Use plant materials whose mature height will not obstruct views. <br /> <br />On sloping sites, use landscaping to screen views of the downhill side of decks, retaining <br />walls, and pier foundations of buildings from streets and residences. <br /> <br />The applicants concur with this change. <br /> <br />Green Building Measures <br /> <br />Currently, the City utilizes Alameda County Waste Management Authority's (ACWMA) Green <br />Points rating as a guide for determining the specific green building measures to be designed into <br />the home and the resultant "greenness" of the home. The Green Points rating system establishes <br />a minimum of 50 points for a home to be determined to be a "green home" with a minimum of <br />10 points in each category (Resources, Energy, and IAQ/Health). As conditioned, the applicant <br />would submit a proposed checklist showing which measures are incorporated in the design of <br />the proposed home addition/remodeling in order to meet this proposed 50 point goal. Both City <br />and ACWMA staff are available to provide technical assistance to future lot purchasers concern- <br />ing questions they may have about these green building measures and Green Point rating sys- <br />tem. <br /> <br />Fencing <br /> <br />The North Sycamore Specific Plan encourages open fencing that will not block scenic views. <br />The applicant proposes open fencing for the parcels' front yards and solid fencing for the par- <br />cels' side yards to retain privacy. Solid wood fencing on side yards has been consistently used <br />in the other Low Density Residential developments of the Specific Plan area. <br /> <br />Tom and Mary Greene (386 Sycamore Road) requested that the applicants install a metal <br />frame/chain link fence on the common property line separating their property from the project, <br />to replace the existing fence, which has deteriorated. The Greenes prefer the durability of the <br />metal frame/chain link fence to enclose their horse corrals, which adjoin the development. The <br />open fence would also maintain their views across the subject property. Staff supports the ap- <br />plicants' commitment to the Greenes, which is reflected in the draft conditions of approval. <br /> <br />Michael and Katherine Ferreira (5821 San Carlos Way) requested the applicants retain the exist- <br />ing solid wood fence on the property line separating their property from the project. The appli- <br />cant concurs with their request, which is reflected as a draft condition of approval. <br /> <br />An open fence would be installed along the west side of the public sidewalk connecting San <br />Carlos Way to Sycamore Terrace. Staff believes that a sidewalk "walled" on both sides by solid <br />barriers would not be acceptable form a public safety standpoint nor from a consistency with the <br />Specific Plan standpoint.
