Building Design, Height, and Review <br /> <br />The proposed project would allow two story homes. Several neighbors have exprcssed their <br />preference for one-story homes for this development on the basis of privacy, design, and main- <br />taining the rural character of the area. Staff notes that the existing development pattern to the <br />north and east of the subject property is predominantly two-story tall homes. Staff believes that <br />privacy and design issues can be effectively addressed with the view studies that would be sub- <br />mitted with the design review applications for these lots. Staff notes that the adjoining and <br />nearby neighbors would be noticed of these design applications thereby providing to them the <br />opportunity to come forward, review the plans, and state their concerns to staff for review and <br />resolution. <br /> <br />As proposed the building design plans would be reviewed and approved at the Planning Direc- <br />tor/Zoning Administrator level with the Planning Commission receiving the approval letter, <br />conditions, and colored building elevations. In the past, the Planning Commission has felt that <br />the building designs based on design guidelines should be reviewed and approved by the Plan- <br />ning Commission at a public hearing. Although staff believes that the building designs for these <br />lots can be processed in a manner sensitive to the area and neighbors, staff recommends that the <br />Planning Commission should discuss this question and, if the Planning Commission determines <br />that the design review should take place at the Commissions' level, the Planning Commission <br />should include the appropriate condition in its recommendation. <br /> <br />Where building designs would be governed by design guidelines, absent actual design plans, the <br />preparation of accurate view studies is difficult. Staff, therefore, has conditioned the proposed <br />project to provide computer generated view studies with the site-specific design plans. The ap- <br />plicants concur with this recommendation. <br /> <br />Staff recommends the following statement regarding building materials taken from the Specific <br />Plan: <br /> <br /> "Building materials and colors shall blend with the natural landscape. Stone and treated <br /> wood are encouraged for exterior surfaces. Where stucco is used it should be colored <br /> with a muted earth color. Color contrasts should be used judiciously. The color of the <br /> roof materials should also be earth tones and should be non-reflective. <br /> <br />The applicants concur with this change. <br /> <br />Landscape Design <br /> <br />Add the following statements regarding landscaping taken from the Specific Plan: <br /> <br />1.
