Surrounding uses include a variety of single-family homes on various-sized lots zoned PUD - <br />LDR (Planned Unit Development - Low Density Residential) District in conformance to the <br />North Sycamore Specific Plan or zoned R-1-6,500 (One-Family Residential) District. <br /> <br />III. PROJECT DESCRIPTION <br /> <br />PUD Development Plan <br /> <br />As previously stated, the proposed project would include PUD development plan approval for a <br />four-lot subdivision. The proposal would include the following: <br /> <br />Four lots: Parcel 1 - 19,676 square feet, Parcel 2 - 18,171 square feet, Pamel 3 - 17,896 <br />square feet, and Parcel 4 - 24,341 square feet in area. These are gross lot areas, which <br />include a portion of Sycamore Terrace. <br /> <br />2 <br /> <br />Guidelines controlling building, landscape, and site designs for the individual lots, and <br />setback standards. <br /> <br />o <br /> <br />Completion of the pedestrian sidewalk from Sycamore Terrace to San Carlos Way as re- <br />quired by the North Sycamore Specific Plan. <br /> <br />Specific Plan Amendment <br /> <br />PSP-08 is a proposed amendment of-the North Sycamore Specific Plan to delete the proposed <br />pedestrian sidewalk between Sycamore Terrace and San Carlos Way from the Specific Plan and <br />therefore, from the proposed project. Although the applicant has incorporated the pedestrian <br />sidewalk in the design of the proposed development plan and would construct the sidewalk <br />following the City's direction, staff is aware of concerns and opposition to the sidewalk from <br />some adjoining and nearby neighbors. As discussed in the ANALYSIS section of the staff <br />report, the amendment would enable the project to proceed forward if the Planning Commission <br />were to determine that the sidewalk is no longer required. <br /> <br />IV. ANALYSIS <br /> <br />Site Design <br /> <br />Site Design <br /> <br />The proposed site design would place the three new lots along the west side of Sycamore Ter- <br />race, a private street. Parcel One, the existing Bach home, would be accessed from Sycamore <br />Creek Way. Parcels Two through Four would be accessed from Sycamore Terrace. Sycamore <br />Terrace was sized and constructed with the PUD development plan approval of the Bozorgzad <br />property to access the three new lots of this proposal. It would be maintained via maintenance <br />agreements by the existing and future owners of the parcels taking access from Sycamore Ter- <br /> <br />Item 6. a., PUD~42 and PSP-08 Page 3 of 18 February 9, 2005 <br /> <br /> <br />
