BACKGROUND <br /> <br />The applicants propose a four-lot PUD development plan to allow three new, single-family <br />homes on the subject property in addition to the one existing home in conformance to the North <br />Sycamore Specific Plan. The approval of this PUD development plan would also create design <br />guidelines and site development standards for the future homes on these lots in conformance to <br />the policies of the Specific Plan. <br /> <br />II. SUBJECT PROPERTY <br /> <br />The subject property is a long-narrow site sloping upward from an elevation of 374 feet at <br />Sycamore Creek Way to an elevation of 401 feet at the north property line. It is zoned PUD - <br />LDR (Planned Unit Development - Low Density Residential) District, is covered by the North <br />Sycamore Specific Plan (NSSP) and Final Environmental Impact Report (FEIR), and was desig- <br />nated Parcel No. 9 by the Specific Plan's "Parcel Identification Map", attached. Sycamore <br />Creek Way, a public street, and Sycamore Terrace, a private street, provide access. Topography <br />is characterized by low, rolling slopes with existing tree cover and the presence of Sycamore <br />Creek, which bisects the site. <br /> <br />The subject property is developed with one primary structure, two detached second-units, and <br />several sheds and barns. City utilities were provided to the home on Parcel One with the con- <br />stmction of Sycamore Creek Way. The primary and accessory structures were approved and <br />constructed under the jurisdiction of Alameda County between 1938 and 1940. The applicant <br />ultimately intends to demolish the existing structures and construct a new home on Parcel One. <br />In the interim, the applicant would retain the house and one of the existing second units, would <br />convert the other second-unit into a detached garage, and would demolish the sheds and barns. <br />Corrals, barbed-wire fence, and an existing bus will be removed with development.
