As discussed further, the pedestrian sidewalk required by the North Sycamore Specific <br />Plan connecting Sycamore Terrace to the San Carlos Way, San Juan Way, San Luis Court, and <br />Sonoma Drive neighborhoods is shown along the common property line between this property <br />and the Bozorgzad property. <br /> <br />Sycamore Creek <br /> <br />Sycamore Creek would bisect Parcel Two. The North Sycamore Specific Plan permitted this <br />portion of the creek channel to be placed in a conduit as a means of"allow(ing) maximum land <br />use flexibility' to existing and future owners. (Staff notes that the Sycamore Terrace creek <br />crossing serving these properties was placed in a culvert.) The applicants, however, would <br />maintain this section of the creek in its natural state. <br /> <br />Except for the portions of Sycamore Creek by Sycamore Creek Way and adjoining the PUD-A <br />zoned properties of the Specific Plan, the Specific Plan did not specify a channel section for this <br />portion of the creek leaving it, instead, to the development plan review. As conditioned no grad- <br />ing would be allowed within 10 feet of the top-edge-of-bank or 25 feet from the centefline of <br />Sycamore Creek, whichever is greater. As scaled from the proposed grading plan, staff esti- <br />mates the width of the creek section at 50 to 60 feet. The applicants are required to submit a <br />creek protection plan for review and approval by the Planning Director and the City Engineer <br />before issuance of a grading permit for the overall development. <br /> <br />North Sycamore Specific Plan <br /> <br />Pedestrian Sidewalk from Sycamore Terrace to San Juan Way <br /> <br />As previously stated, the proposed project includes the pedestrian sidewalk from Sycamore Ter- <br />race to San Carlos Way required by the North Sycamore Specific Plan. The applicants would <br />construct the sidewalk on the existing easement on Parcel Four. It would be maintained by the <br />City and, because it would be located on private property, the City would indemnify the owners <br />of Parcel Four. A series of steps and landings would connect the sidewalk to San Carlos Way. <br /> <br />North Sycamore Specific Plan <br /> <br />The Specific Plan required three sidewalk connections from the north side of the Specific Plan <br />area to the San Carlos Way, San Antonio Street, and Independence Drive neighborhoods. (A <br />copy of "Figure V-2, Proposed Circulation Plan ", of the Specific Plan is attached.) These con- <br />nections were planned to provide direct pedestrian links between the existing neighborhoods and <br />the Specific Plan area and from the existing neighborhoods to the Sycamore Creek public by <br />Sycamore Creek Way. Additionally, they were requested by the existing neighbors in lieu of <br />extending public streets from the Specific Plan area into their neighborhoods. The <br />EVA/sidewalk between San Antonio Street and Sycamore Creek Lane was constructed by the <br />Greenbrier Company and the EVA/sidewalk from Independence Drive is under construction by <br />the Summerhill Company with their developments. <br /> <br />Item 6. a., PUD-42 and PSP~08 Page 4 of J8 February 9, 2005 <br /> <br /> <br />
