Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The applicants propose a four-lot PUD development plan to allow three new single-family homes <br />on the subject property in addition to the one existing home, in conformance to the North Syca- <br />more Specific Plan. The approval of this PUD development plan would also create design guide- <br />lines and site development standards for the future homes on these lots in conformance to the <br />policies of the Specific Plan. <br /> <br />The subject property is zoned PUD - LDR (Planned Unit Development - Low Density Residen- <br />tial) District and is covered by the North Sycamore Specific Plan (NSSP) and Final Environ- <br />mental Impact Report (FEIR). Sycamore Creek Way, a public street, and Sycamore Terrace, a <br />private street, provide access. Topography is characterized by low, rolling slopes with existing <br />tree cover and the presence of Sycamore Creek, which bisects the site. <br /> <br />The subject property is developed with one primary structure, two detached second-units, and <br />several sheds and barns. The applicant intends to demolish the existing structures and construct a <br />new home on Parcel One. In the interim, the applicant would retain the house and one of the ex- <br />isting second units, would convert the other second-unit into a detached garage, and would re- <br />move the sheds, barns, corrals, and barbed-wire fence. The portion of the Sycamore Creek chan- <br />nel that bisects the property in the area of the proposed Parcel Two would be retained as an open <br />channel. City utilities were provided to the home on Parcel One with the construction of Syca- <br />more Creek Way. Surrounding uses include a variety of single-family homes on various-sized <br />lots zoned PUD - LDR District or zoned R-1-6,500 (One-Family Residential) District. <br /> <br />PROJECT DESCRIPTION <br /> <br />PUD Development Plan <br /> <br />As previously stated, the proposed project would include PUD development plan approval for a <br />four-lot subdivision. The proposal would include the following: <br /> <br />Four lots: Parcel 1 - 19,676 square feet, Parcel 2 - 18,171 square feet, Parcel 3 - 17,896 <br />square feet, and Parcel 4 - 24,341 square feet in area. These are gross lot areas, which in- <br />clude a portion of Sycamore Terrace. <br /> <br />2 <br /> <br />Guidelines controlling building, landscape, and site designs for the individual lots, and <br />setback standards. (A detailed discussion of the proposed design guidelines is contained <br />in the "Design Guidelines" section of the attached Planning Commission staff report.) <br /> <br />o <br /> <br />Completion of the pedestrian sidewalk from Sycamore Terrace to San Carlos Way as re- <br />quired by the North Sycamore Specific Plan. <br /> <br />SR 05:069 <br />Page 3 of l 5 <br /> <br /> <br />
