STAFF RECOMMENDATION: <br /> <br />Make the determination as to whether the pedestrian sidewalk between Sycamore <br />Terrace and San Carlos Way should be deleted/not deleted from the PUD develop- <br />ment plan for this site. <br /> <br />The Planning Commission recommended deleting the sidewalk. Staff, however, <br />recommends that the sidewalk be retained. <br /> <br />If the City Council determines that the sidewalk should be deleted, then the City <br />Council should adopt the draft resolution approving Case PSP-08 to modify the <br />North Sycamore Specific Plan. <br /> <br />If the City Council approves the amendment, the City Council should direct staff to <br />revise the PUD development plan findings and the draft ordinance to delete all ref- <br />erences pertaining to the installation of the public sidewalk connecting Sycamore <br />Terrace to San Carlos Way prior to the City Council adopting the ordinance at its <br />next public hearing. <br /> <br />3. Make the appropriate PUD development plan findings as stated in the staff report. <br /> <br />Introduce the draft ordinance approving Case PUD-42 subject to Exhibit "B", Draft <br />Conditions of Approval. <br /> <br />SUMMARY: <br /> <br />The proposed project is a four-lot development designed in accordance with the North <br />Sycamore Specific Plan. All aspects of the development plan as proposed and conditioned <br />conform to the standards, policies, and requirements of the Specific Plan. The major issue <br />is the proposed public sidewalk between San Carlos Way and Sycamore Terrace. Public <br />opinion appears to be divided between support and opposition. Based upon liability and <br />hazard concerns, the Planning Commission recommended deleting the sidewalk from the <br />project. <br /> <br />Staff believes that the sidewalk should be retained and constructed with the proposed pro- <br />ject by the applicant for the following reasons: 1) the proposed sidewalk would provide a <br />pedestrian link from the neighborhoods to the north of the subject property to the public <br />trail by Sycamore Creek; 2) without this sidewalk, these neighbors would have to find <br />other, longer routes to reach the trail; 3) the sidewalk's location and construction would <br />implement the North Sycamore Specific Plan; 4) the sidewalk is located in an existing <br />easement created for that purpose; and, 5) concerns expressed by an adjoining neighbor <br />regarding privacy can be mitigated with the construction of a solid wall in place of an <br />existing open fence. <br /> <br />SR 05:069 <br />Page 2 of 15 <br /> <br /> <br />
