The project developer would implement the Planning Commission's recommendations <br />pertaining to the resolution of the issues raised by Mary and Anne Greene at the public <br />hearing: <br /> <br />Work out the details and provide solutions pertaining to runoff, flooding, and retaining <br />walls with the Greenes, and show these details/solutions on the preliminary grading <br />plan submitted ~vith the tentative parcel map. <br /> <br />· Install open mesh fencing along the common east/west property lines between the sub- <br /> ject property and the Greenes' property. <br /> <br />Disclose to the future buyers of the parcels covered by this development plan the agri- <br />cultural uses on the Greenes' property, including livestock grazing, keeping of live- <br />stock, storage and use of agricultural machinery and equipment, etc. <br /> <br />Consult with the Greenes and other neighbors prior to preparing the site specific build- <br />ing designs to address their concerns pertaining to privacy/view issues, lower building <br />heights, etc. <br /> <br />A concern expressed by Greenes at the Planning Commission public regarding the loca- <br />tion of the common property line that they share with the project site is discussed in <br />greater detail in the "PLANNING COMMISSION PUBLIC HEARING" section of the <br />City Council staff report. It is addressed with a new staff recommended condition of ap- <br />proval requiring a field survey of the property line with the parcel map application. <br /> <br />A complete discussion of the proposed project's site design, Sycamore Creek, green building <br />measures, fencing, landscaping and existing trees, growth management allocations, and grad- <br />lng/urban stormwater runoff is contained in the "Site Design';' "Sycamore Creek"; "Green <br />Building Measures"; "Fencing';' "Landscaping and Existing Trees"; "Growth Management <br />Allocations"; and "Grading/Urban Storrnwater RunofJ°' sections of the attached Planning Com- <br />mission staff report. <br /> <br />Specific Plan Amendment <br /> <br />PSP-08 is a proposed amendment of the North Sycamore Specific Plan to delete the pedestrian <br />sidewalk between Sycamore Terrace and San Carlos Way from the Specific Plan and therefore, <br />from the proposed project. Although the applicant has incorporated the pedestrian sidewalk in <br />the design of the proposed development plan and would construct the sidewalk following the <br />City's direction, concerns and opposition to the sidewalk have been expressed to staff from ad- <br />joining and nearby neighbors and was a major topic of discussion at the Planning Commission's <br />public hearing on the item.
