Approve the proposed amendment to the North Sycamore Specific Plan and approve the <br />proposed project: <br /> <br />If the City Council approves the amendment, the City Council would direct staff to revise <br />the PUD development plan findings and the draft ordinance to delete all references per- <br />taining to the public sidewalk prior to the City Council adopting the ordinance at its next <br />public hearing. The City Council can approve the project as proposed or with any modifi- <br />cations to design, conditions of approval, etc., that the City Council deems to be appropri- <br />ate. <br /> <br />Approve the proposed amendment to the North Sycamore Specific Plan and deny the pro- <br />posed project: <br /> <br />This option would eliminate the Specific Plan requirement for the sidewalk connection. <br />Denying the proposed project would require the developer to begin anew with new devel- <br />opment plan application incorporating whichever direction the City Council deems appro- <br />priate. <br /> <br />Deny the proposed amendment to the North Sycamore Specific Plan and deny the pro- <br />posed project: <br /> <br />This option would maintain the Specific Plan requirement for the sidewalk connection. <br />Denying the proposed project would require the developer to begin anew with new devel- <br />opment plan application incorporating whichever direction the City Council deems appro- <br />priate. <br /> <br />ENVIRONMENTAL ASSESSMENT <br /> <br />Environmental review for the proposed project was undertaken with the Final Environmental Im- <br />pact Report (EIR) approved by the City Council for the North Sycamore Specific Plan in con- <br />formance with the standards of the California Environmental Quality Act (CEQA). There are no <br />substantial changes to the project or to the circumstances under which the project is being under- <br />taken that involve new significant environmental effects or that substantially increase the severity <br />of previously identified effects. Furthermore, there is no new information of substantial impor- <br />tance, which was unknown at the time that the FEIR was approved by the City Council regarding <br />the project or its effects, mitigation measures, or alternatives. Any previously identified effects <br />or impacts are mitigated to a level of insignificance, with the mitigation measures incorporated <br />into the project's design or imposed on the project pursuant to the conditions of approval.
