CONCLUSION <br /> <br />Staff believes that the proposed project is very well designed and in keeping with the themes, <br />policies, and requirements of the North Sycamore Specific Plan. Staff believes that the proposed <br />project is designed in a manner that is compatible with and sensitive to the restrictions posed by <br />the site and by surrounding properties. The proposal meets the letter and/or the spirit of the ap- <br />plicable requirements of the Specific Plan; it would include comprehensive design guidelines; it <br />would permit the construction of a public sidewalk linking neighborhoods together and to Syca- <br />more Creek park; and it would implement Green Building Measures. Staff, therefore, believes <br />that the proposed development merits a favorable action by the City Council. <br /> <br />Staff believes that the sidewalk should be retained. While staff is sympathetic towards the <br />neighbors' concerns expressed in writing and at the Planning Commission public hearing, staff <br />believes that the benefits provided by the sidewalk - linking neighborhoods, facilitating pedes- <br />trian circulation between neighborhoods and a public park, reducing vehicle trips - would justify <br />the sidewalk's installation. <br /> <br />XII. STAFF RECOMMENDATION <br /> <br />Staff recommends the City Council take the following actions on Case PUD-42 and Case PSP- <br />08: <br /> <br />Make the determination that the proposed project is covered by the Final Environmental <br />Impact Report approved by the City Council for the North Sycamore Specific Plan. <br /> <br />Make the determination as to whether the pedestrian sidewalk between Sycamore Terrace <br />and San Carlos Way should be deleted/not deleted form the PUD development plan for <br />this site. <br /> <br />If the City Council determines that the sidewalk should be deleted, then the City Council <br />should adopt the draft resolution approving Case PSP-08. If the City Council believes that <br />the sidewalk should be built, then it should adopt a draft resolution denying Case PSP-08. <br /> <br />If the City Council approves the amendment, the City Council with its next actions should <br />direct staff to revise the PUD development plan findings and the draft ordinance to delete <br />all references pertaining to the public sidewalk connecting Sycamore Terrace to San Car- <br />los Way prior to the City Council adopting the ordinance at its next public hearing. <br /> <br />4. Make the appropriate PUD development plan findings as stated in the staff report. <br /> <br />Introduce the draft ordinance approving Case PUD-42 subject to Exhibit "B", Draft Con- <br />ditions of Approval. <br /> <br />SR 05:069 <br />Page 13 of 15 <br /> <br /> <br />
