The homeowners association shall be responsible for implementing all storm water <br />measures and for the maintenance of all private streets, private utilities, landscaping, <br />and other common areas and facilities on the site. Irrigation systems shall be main- <br />tained and controlled to reduce runoff which can contribute to storm water runoff <br />pollution. <br /> <br />15. Any proposed phasing of this development shall be depicted on the tentative tract map <br />and shall include narrative explaining the proposed phasing. Unless a phasing plan for <br />improvements is approved by the Planning Director, the developer shall complete all of <br />the on-site improvements at one time (including all improvements around future building <br />pads). All remaining pad areas shall be seeded and kept in a neat and weed-free manner <br />at all times. If phased, the developer shall construct with the first phase of the project <br />Garden Parkway, Stoneridge Drive and Dennis Drive up to Garden Parkway, and the <br />soundwall and landscape areas facing Stoneridge Drive. <br /> <br />16. With recordation of the final subdivision map, the developer shall grant an access ease- <br />ment over the private street to the City of Pleasanton and to the Alameda County Water <br />Quality and Flood Control District Zone 7 for purposes of maintenance and emergency <br />vehicle access to the future public park and/or recreation area on the existing Kaiser <br />quarry property. This easement shall not be for general public access to the park and/or <br />recreation area. <br /> <br />17. There shall be no second-floor windows over the garage end elevations of Plans Four and <br />Five overlooking the rear yards of Plans One and Two. The windows shown on the ele- <br />vations of these plans shall be deleted. This change shall be shown on the Building Per- <br />mit Plan Set for review and approval by the Planning Director before issuance of a <br />building permit. <br /> <br />18. The developer shall submit a geotechnical or soils report with the tentative map verifying <br />the stability of the slope bank on the Kaiser quarry. The developer shall be responsible <br />for implementing any measures required by the Planning Director and the City Engineer <br />deemed to be necessary to stabilize the bank. <br /> <br />Building and Site Design Requirements: <br /> <br />19. The developer shall provide automatic opening sectional roll-up garage doors throughout <br />the project, as approved by the Director of Building Inspection and Planning Director. <br /> <br />20. The developer shall post address numerals on the building so as to be plainly visible from <br />all adjoining streets or driveways during both daylight and night time hours. <br />
