Council on energy matters. In April, 2003, the Committee was directed by the City <br /> Council to prepare a draft Energy Element of the General Plan. Following presentations <br /> on energy issues, and the analysis of data and background material, the Committee <br /> recently completed a draft of Goals, Policies and Programs for a new Energy Element. <br /> This material will be reviewed by the Planning Commission in the first half of 2005. <br /> <br /> · Land Use and Circulation Alternatives; Draft Goals, Policies andActionsfor all <br /> General Plan Elements. The General Plan Update is about to move into this phase. <br /> Preliminary or draft Goals, Policies and Programs (GPPs) have been prepared for a few <br /> topics, as mentioned above, but much of this work remains to be done. <br /> <br />The work needed to complete the General Plan Update and a schedule for doing so are discussed <br />below. <br /> <br />SCHEDULE FOR COMPLETION OF THE GENERAL PLAN UPDATE <br /> <br />Attachment B, General Plan Workflow, shows the phases of the General Plan update still to be <br />completed and the schedule for adoption of the new General Plan. The main highlights of this <br />schedule include: <br /> <br /> · March through July 2005. Work will move forward on several General Plan tasks <br /> during this period, including: <br /> Joint Sessions with the City Council and Planning Commission on Circulation and <br /> Land Use. Staff is assuming that five months will be sufficient for examining the <br /> traffic and circulation issues, and analyzing and testing the impacts of various land <br /> use scenarios. Depending on the issues that arise during this process and the extent <br /> of the traffic model work needed, adjustments may need to be made to this <br /> schedule. <br /> Review of preliminary Goals, Policies and Programs for other elements of the <br /> General Plan by the Planning Commission. This will include review of the draft <br /> Energy Element prepared by the Energy Committee, and Goals, Policies and <br /> Programs drafted by staff based on material in the Public Services Background and <br /> other sources. As far as possible, staffwill schedule these work sessions on the <br /> Planning Commission's regular agenda. Much of this material is assumed to be <br /> relatively non-controversial. However, subjects that are controversial could be <br /> brought forward for discussion at a Joint Session of the City Council and Planning <br /> Commission. <br /> Selection of Consultants for technical studies and EIR. Staff will prepare Requests <br /> for Proposals for consultant services including fiscal/economic analysis, the <br /> preparation of a Noise Element and the preparation of an Environmental Impact <br /> Report, and will interview and rank qualified consultants.
