and adoption of a new General Plan. The General Plan Process Overview diagram <br />(Attachment A) summarizes this process. As of February 2005, we are about half-way through <br />the General Plan update process. Progress made so far includes: <br /> <br /> · Continuing outreach to the Pieasanton Community. This has included: public input at <br /> numerous Commission and City Council meetings; five community meetings held in <br /> various locations in the City; and use of the City's ~vebsite to provide information on the <br /> project schedule and background reports on the General Plan web page, as well as to <br /> solicit and facilitate community comment on the General Plan Message Forum. Outreach <br /> to the general community and to stakeholders such as property owners and outside <br /> agencies and organizations will continue through General Plan adoption. <br /> · Issues identification. This step consisted of preparation of an Issues Questionnaire, <br /> administration of the questionnaire to all Council members, commissioners, and <br /> committee members, discussion of the results of the questionnaire with the participants at <br /> public meetings, and preparation of the General Plan Update Issues Report (August 28, <br /> 2003). In addition, during this phase, the Planning Commission hosted five community <br /> meetings, presented background on the General Plan process, and solicited information on <br /> issues to be addressed by the General Plan. These meetings also started the discussion of <br /> potential options to resolve the issues raised. Information from these meetings was <br /> summarized in the Community Meetings Summary Report of January 7, 2004. <br /> Identification of issues has continued during public meetings since that time. <br /> · Preparation and discussion of background data needed to address Circulation and Land <br /> Use issues. From February to July 2004, staff prepared a series of seven memos <br /> addressing housing sites, the use of various vacant and transition sites, and the future of <br /> Hacienda Business Park, all of which were discussed with the Planning Commission. <br /> These memos included both data and preliminary options for the various sites. In <br /> addition, thc Annual Baseline Traffic Report - 2003 (completed in December 2003) <br /> provides a comprehensive picture of existing traffic circulation conditions and the changes <br /> anticipated with build out of the 1996 General Plan. This report was provided to the City <br /> Council and Planning Commission in 2004 and will be discussed in detail starting at the <br /> March 8 2005, Joint Session. Staff anticipates several Joint Sessions devoted to this <br /> subject with the selection by City Council of a Preferred Land Use and Circulation Plan <br /> by September 2005. <br /> · Preparation of background data and discussion of options for resolution of other topics. <br /> The Public Services Background and Alternatives Report (November 10, 2004) was the <br /> result of a series of discussions between staff and members of the City's commissions and <br /> committees. Participants were asked to review issues raised relevant to their area of <br /> authority and to provide their recommendations as to options or follow up courses of <br /> action. Thus, the Public Services Background and Alternatives Report includes material <br /> that can be shaped into draft Goals, Policies and Programs for the General Plan. <br /> <br /> In December 2002, the City Council established the Pleasanton Energy Advisory Group <br /> (which subsequently became the Energy Committee) with a two-year charter to advise the <br /> <br /> SR 05:065 <br />Page 2 of 5 <br /> <br /> <br />
