· June through December 200S. Preparation of Draft EIR by a consultant supervised by <br /> staff. Prior to the City Council deciding on a "Project" for the purposes of CEQA, the <br /> consultant will work on preparing the "Existing Conditions" sections of the report. <br /> · September 2005. City Council agreement on a Preferred Land Use and Circulation Plan <br /> and major Goals, Policies and Actions which will form the "Project" for the purposes of <br /> the EIR. <br /> · October and November 2005. Review of the Preferred Plan by City Commissions and <br /> the public for input into the Public Hearing Draft General Plan transmitted to the Planning <br /> Commission. <br /> · End of December 2005. Release of the Public Hearing Draft General Plan and Draft EIR <br /> for 45-day public review. <br /> · January and February 2006. Planning Commission public hearings. Planning <br /> Commission recommendations incorporated into the Draft General Plan for transmittal to <br /> the City Council. <br /> · March 2006. City Council public hearings on the Draft General Plan and EIR. The <br /> General Plan and Final EIR arc prepared by staff and consultants. <br /> · May 2006. City Council certifies the Final EIR and adopts the General Plan. <br /> <br />The above timeline assumes a decision on the preferred land use and circulation alternative can <br />be made by September 2005, and allows for public input at City Council, Commission and <br />community meetings. If the land use and circulation analysis is ~nore extensive than anticipated <br />or if issues arise that require additional discussion, adjustments to this schedule will need to be <br />made. <br /> <br />NEW CONTENT IN THE GENERAL PLAN <br /> <br />The City Council has directed the General Plan update to include policy direction related to <br />energy and sustainability. As noted above, the Energy Committee has drafted a new Energy <br />Element for consideration by the Planning Commission and City Council. Staff recommends that <br />the subject of sustainability be treated as a new theme to be reflected in Goals, Policies and <br />Programs (GPPs) throughout the General Plan.
