maintenance of the building would be contracted out, and janitorial duties are performed at night. <br />Staff suggests monitoring the situation, and if it proves that one cleaning a day is insufficient, <br />then staff would increase it to twice per day. <br /> <br />Staff also notes that, with respect to the condition adding the diaper-changing station, this could <br />be accomplished in a manner which could generally meet ADA requirements, except that there <br />would not be sufficient space in the restroom for an individual in a wheelchair to use the diaper- <br />changing station. Therefore, staff believes that the portion of the condition dealing with the <br />diaper-changing station should be deleted. <br /> <br />Finally, there was discussion at the Planning Commission hearing concerning alternate locations <br />for the public restroom which may work better for the Veterans' use of the building. Staff notes <br />that alternative locations for the restroom were studied at length as part of the design of the <br />building, and the architect concluded that no other locations would be feasible. Therefore, staff <br />believes that Council should base its determination of whether or not a public restroom will be <br />provided on the location shown on the proposed plans. <br /> <br />COUNCIL OPTIONS <br /> <br />The major issue with the proposed project appears to be whether or not a public restroom should <br />be included at the facility. Staff has identified the following options concerning the restroom: <br /> <br /> 1. Approve the public restroom as recommended by the Planning Commission, <br /> including the conditions added concerning restroom security, maintenance, <br /> soundproofing, adequate ventilation, and inclusion of a diaper-changing station. <br /> <br /> 2. Approve the public restroom subject to an additional condition that the restroom be <br /> monitored, and if after one year it is determined that there are issues with it, it would <br /> be removed. <br /> <br /> 3. Approve the public restroom as recommended by the Planning Commission, but <br /> deleting the requirements that the restroom be cleaned a minimum of twice per day, <br /> unless after six months it is determined that additional cleaning is required, in which <br /> case it would be cleaned twice per day, and deleting the requirement for a diaper- <br /> changing station in the restroom. <br /> <br /> 4. Delete the public restroom, expediting construction of a public restroom at either <br /> Delucchi or Lions Wayside Park. <br /> <br /> 5.
