Staff suggests that the Council <br />discuss these options and make a recommendation on the restroom as part of its action. <br /> <br />Pleasanton Downtown Association (PDA) Review <br /> <br />The PDA Design Committee has participated in the process, reviewing the early conceptual plans <br />as well as the currently proposed submittal. In August 2004, staff reviewed the project elevation, <br />landscape plans, and proposed public restroom size and location with the PDA Design <br />Committee. Committee members indicated a keen interest in maintaining historical elements and <br />use of historical materials during the renovation. <br /> <br />The Design Committee felt that an acceptable solution had been found for a public restroom that <br />did not impact the front of the building, yet provided for police surveillance. The Committee <br />was satisfied that the proposed modifications maintain the historic integrity of the building, and <br />had a few comments that were addressed in the plans. In addition, the PDA supports including a <br />public restroom at the facility. <br /> <br />PLANNING COMMISSION ACTION <br /> <br />The Planning Commission approved the design review application for the facility renovation (3- <br />2) at its public hearing of January 26, 2005. Several Veterans groups representatives spoke <br />against the inclusion of a public restroom, while PDA representatives were in support of it. No <br />objections were raised as to the proposed building architecture. <br /> <br />The Commission's approval included the conditions recommended by staff plus the following <br />two conditions: <br /> <br /> · The applicant shall work with representatives of the Pleasanton Police Department and the <br /> Department of Parks and Community Services to determine operational characteristics for a <br /> safe restroom at this location, including specifying the hours of operation for the public <br /> restroom covered by this approval, ensuring that the restroom is inspected and cleaned a <br /> minimum of two times per day, and providing adequate security measures to include <br /> illumination and monitoring for public safety. These measures shall be decided upon to the <br /> satisfaction of the Planning Director prior to the issuance of a building permit. <br /> <br /> · The applicant shall design the restroom with a diaper-changing station, with adequate <br /> ventilation to prevent restroom odors from entering the other interior areas of the building, <br /> and with adequate measures to ensure that the restroom is soundproofed from the other <br /> interior areas of the building. These details shall be shown on the building permit plan set to <br /> the satisfaction of the Planning Director prior to the issuance of a building permit. <br /> <br /> Staff agrees with the conditions added by the Planning Commission with the exception of the <br /> requirement to inspect and clean the building a minimum of twice per day.
