John Hofstadt, Vice Commander, American Legion Post 23'/, noted that he had been a guest at <br />all of the meetings and added that this particular restroom plan had never been brought up <br />before. He believed that the Pleasanton Downtown Association included this plan at that last <br />minute. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />In response to an inquiry by Chairperson Maas whether there was a specific reference to a <br />restroom in the Veteran's Memorial in the Specific Plan, Mr. Pavan replied that the policy reads: <br />"Place public restrooms on Main Street and at Wayside and Delucchi Parks." <br /> <br />Commissioner Roberts noted that she had a problem with the restroom being placed on a side <br />street and added that it was not big enough. She would rather see the restrooms to be added in <br />the parks. She was concerned about security. <br /> <br />Commissioner Blank expressed concern about security and noted that the conditions of approval <br />would have to be so onerous as to make it impractical. He would like to see a statement from the <br />Police Department with respect to security. <br /> <br />Chairperson Maas noted that a restroom in Delucchi Park would be much more practical and <br />could not see someone walking from the park during a concert to use the restroom in the <br />Veteran's Building. <br /> <br />Commissioner Fox noted that the Downtown Specific Plan did include language for a capital <br />improvement project of Main Street public restrooms. She believed there could be a <br />compromise in terms of security, operating hours, and commitment from the Parks and <br />Community Services Department to monitor and clean them. She believed this would be a good <br />amenity and added that it was discussed in 2002 per the Downtown Specific Plan. <br /> <br />Commissioner Arkin noted that parents with young children often had a limited amount of time <br />in which to find a restroom and believed that it would be an important addition to this public <br />facility. <br /> <br />Commissioner Fox noted that there were times when a public restroom would be needed during <br />an after-hours event, and the library and museum were both closed. <br /> <br />In response to an inquiry by Chairperson Maas whether a stand-alone restroom could be installed <br />on the south end of Main Street, Ms. Morley replied that the conceptual planning process for an <br />office building was underway to renovate City structures and that the entire footprint was being <br />considered. She noted that Civic Plaza Park was also in the Downtown Specific Plan. <br /> <br />Commissioner Roberts noted that from an architectural viewpoint, she opposed the placement of <br />a restroom at the front of the building for the purpose of making it accessible. <br /> <br />In response to an inquiry by Commissioner Blank regarding alternative placements, Ms. Morley <br />replied that Delucchi Park was the site being examined in conjunction with the firehouse project. <br /> <br />EXCERPTS: PLANN1NG COMMISSION MEETiNG MiNUTES, January 26, 2005 Page 4 of 5 <br /> <br /> <br />
