In response to an inquiry by Commissioner Fox regarding extended hours, Ms. Yaris replied that <br />a separate ordinance may need to be examined for that purpose. She added that the Veteran's <br />Building was the most frequently used City building. <br /> <br />Commissioner Arkin believed it was important to have compassion for parents with young <br />children and that it was often difficult for them to reach a restroom quickly. <br /> <br />Chairperson Maas did not believe the Veteran's Memorial Building was an appropriate place for <br />a public restroom. <br /> <br />Commissioner Roberts suggested that the building at 157 Main Street be considered for a public <br />restroom. Mr. Pavan noted that conceptually, a restroom could be accommodated at that site, <br />although it would entail revising the floor plan. A secured entrance and plumbing changes <br />would need to be included as well. <br /> <br />Commissioner Fox moved to recommend approval of PDR-402 with the conditions that the <br />City Parks and Community Services Department work with the Police Department in <br />order to arrive at a mutually agreeable safety design issues for a public restroom located <br />within this building. <br />Commissioner Arkin seconded the motion. <br /> <br />Commissioner Blank suggested an amendment to include a specification that the restrooms must <br />be inspected and cleaned twice a day by City staff; that there will be a specific police review of <br />the security with respect to the two large trees blocking the ramp; to ensure adequate <br />illumination, soundproofing, and ventilation; and to specify the hours of operation as determined <br />by staff. A diaper-changing table will be included. <br /> <br />Commissioner Fox accepted the modifications to the motion, provided that staff determine the <br />hours of operation. <br /> <br /> Commissioner Arkin would like an additional condition to allow examination of an alternate <br /> location for a public restroom in the building that would be an acceptable solution. <br /> <br /> Commissioner Roberts noted that she liked the renovation plans. <br /> <br /> ROLL CALL VOTE: <br /> <br />AYES: Commissioners Arkin, Blank and Fox. <br />NOES: Commissioners Maas and Roberts. <br />ABSTAIN: None. <br />RECUSED: None. <br />ABSENT: None. <br /> <br /> Resolution No. PC-2005-04 was entered and adopted as motioned. <br /> <br /> EXCERPTS: PLANNING COMMISSION MEETING MINUTES, January 26, 2005 Page 5 of 5 <br /> <br /> <br />
