He noted <br />that the VFW commended the Planning Commission's effort to upgrade and retrofit the <br />Memorial Building and that they understood the value of having a centrally-located restroom. <br />He added that they had considerable concerns about the consequences of placing the public <br />restroom in the Veteran's Building and noted that the Veteran's Building was a signature <br />building and a significant landmark in Pleasanton. He was also concerned about the major <br />structural changes that would be required to meet the ADA requirements. He noted that the door <br />frame would need to be tom out to accommodate a wheelchair, and the stucco would be cut out <br />as well. He noted that there were three wheelchair ramps into the building already and expressed <br />concern that the look of the building would change excessively. He noted that the building <br />entrance was on a side street and expressed concern about vandalism; he did not believe it would <br />serve the goals stated by the City and the Commission. He noted that the restrooms in the <br />Library were larger, wheelchair-accessible, and had diaper-changing facilities as well. He asked <br />whether the City had addressed the concerns of the business neighbors regarding the proposed <br />restroom. He requested that a centrally located restroom be placed in another building. <br /> <br />Tom Dugo, 3880 Eastwood Court, noted that there were many restrooms available to the public <br />in the Downtown area and opposed the creation ora public restroom in the Veteran's Building. <br /> <br />Gloria Stahlnecker, 474 Amaral Circle, noted that she was a 50-year member and past President <br />of the VFW Auxiliary, as well as a member of the Task Force. She noted that this was a shock <br />to her and the members when it was suggested and that it was not a part of the original plan. She <br />added that she made phone calls regarding the restroom, and every person she spoke to was <br />opposed to the placement ora public restroom in the Veteran's Building. She was very <br />concerned about maintenance and odor problems. <br /> <br />Ren6 LaVigne, 557 Junipero Street, Financial Officer of American Legion Post 237 and member <br />of VFW Post 298, noted that he was also on the Task Force. He noted that the public restroom <br />was brought up very late in the process and that he opposed it. He did not believe the proposed <br />restroom was big enough to accommodate a diaper-changing table. He did not believe it was <br />appropriate to place a public restroom in the Veteran's Building. <br /> <br /> Michael O'Callaghan, 125 West Neal Street, Pleasanton Downtown Association Design Review <br /> Committee, believed the renovation would be an enhancement for the community and hoped that <br /> a solution could be found regarding the restroom issue. He noted that he attended most of the <br /> Specific Plan meetings and stated that this item had been on the agenda for approximately four or <br /> five years. He noted that the intent of the Specific Plan was to get a public restroom at the four <br /> comers of the vital Downtown areas. He noted that the changing table folds into a 2½-inch <br /> space from the wall when retracted.
