staffwanted to present this information to the Commission for its consideration of whether or <br />not it supports placing a public restroom within the Veterans Building. <br /> <br />Staff realizes that there are benefits as well as concerns with the plan to add restrooms to the <br />Veterans Building. Providing restrooms on Main Street was a priority during the Downtown <br />Specific Plan process; although the restroom does not necessarily have to be located in the <br />Veterans Building, it would be a reasonable location since the building is owned by the City and <br />since the facility is being renovated. However, expediting construction ora restroom at <br />Delucchi Park or Lions Wayside Park may satisfy the requirement for a restroom in this part of <br />Downtown, and it could be accomplished relatively quickly. Staff suggests that the Commission <br />discuss these options and make a recommendation on the restroom as part of its action. <br /> <br /> Pleasanton Downtown Association Review <br /> <br />The PDA Design Committee has participated in the process, reviewing the early conceptual <br />plans as well as the currently proposed submittal. In August 2004, staff reviewed the project <br />elevation, landscape plans, and proposed public restroom size and location with the PDA Design <br />Committee. Committee members indicated a keen interest in maintaining historical elements <br />and use of historical materials during the renovation. They also expressed a strong desire to <br />have City staff work with Pleasanton Garbage Service to assure the dumpster would be off the <br />street by 8:00 a.m. It was acknowledged that the plan included additional Americans with <br />Disabilities Act (ADA) compliant ramps on the south and north side of building; however, there <br />was also the need for Veterans and disabled patrons to have direct access to the proposed <br />northeast garden area from the Main Hall and south side meeting rooms. The Design <br />Committee complimented the architect for finding an acceptable solution for a public restroom <br />that did not impact the front of the building, yet provided for police surveillance, and good <br />signage. There was also interest in providing additional outside seating at the facility entrance. <br />The Committee was satisfied that the proposed modifications maintain the historic integrity of <br />the building, and had a few comments that were addressed in the plans. They also strongly <br />supported including a public restroom in the facility. <br /> <br />ENVIRONMENTAL ASSESSMENT <br /> <br />This project is categorically exempt pursuant to the California Environmental Quality Act <br />(CEQA).
