The City has determined that there is a need to renovate the Veterans Memorial Building. In <br />December 2000, a consultant services contract to complete a renovation plan for the facility was <br />approved by City Council. Specific design elements included utility systems, program space, <br />historical construction/furnishing elements, landscape, and signage. The goal of the project was <br />to develop a Master Plan in cooperation with a citizen task force to serve as the basis for <br />improvements or upgrades to the building while maintaining its historical significance and <br />appearance. <br /> <br />On April 10, 2003, the Parks and Recreation Commission accepted the Master Plan and <br />forwarded it onto the City Council for approval. <br /> <br />On July 15, 2003, the City Council approved the Veterans Memorial Building Master Plan (CIP <br />997041). <br /> <br />In March 2004, the City Council approved a consultant services contract with Noll & Tam <br />Architects to complete a comprehensive structural analysis of the facility and prepare actual <br />construction documents for bidding. <br /> <br />The architects and Parks and Community Services staff have worked with the Veterans groups, <br />the Pleasanton Downtown Association (PDA), and other City staff to produce the plans for the <br />renovation. Although most of the changes are interior, some minor exterior changes are <br />proposed, necessitating design review approval. Since the building is of primary historical <br />importance on the City's list, Planning Commission review is required. <br /> <br />PROJECT DESCRIPTION <br /> <br />The Master Plan for the Veterans Memorial Building envisions the preservation of the <br />building's exterior appearance and restoration of its significant interior features, including <br />historic £mishes wherever possible. It proposes to make the facility safe and building code- <br />compliant, while upgrading all building systems for program needs, energy efficiency and cost <br />effectiveness. To seismically strengthen the building, the main roof would be replaced using <br />existing tiles. Lighting upgrades throughout the facility are proposed to enhance use and <br />ambiance, and a fire protection and security system would be installed. Air conditioning and <br />heating systems to improve comfort would be included without impacting the historical integrity <br />of the facility. <br /> <br />All entrances would be accessible to the disabled, with ramps enabling direct access and <br />loading/unloading into the building entrance on Main Street, the Veterans rooms and kitchen on <br />the south side (Old Bemal Avenue), and the rear garden off the Main Hall. <br /> <br /> Case No. PDR-402 Planning Commission <br /> Page - 2 - <br /> <br /> <br />
