<br />. <br /> <br />Commissioner Lutz stated he wants multiple access to the project, not to exceed 3,000 daily trips on <br /> <br />the neighboring streets, and to investigate traffic mitigations. He would like to explore the Boulder <br /> <br />Avenue extension. He also wants to keep the park squares and the central park where they are now <br />located. Commissioner Lutz also stated he wants to tone down the comments made about the School <br />Board and their interaction with the Planning Commission. There are processes established to <br />communicate with the School Board. Commissioner Lutz spoke to the City Council's job of <br />managing the growth rate with the growth management figures. He also feels Ponderosa has done <br />a good job adhering to the General Plan and designing a neo-traditional neighborhood. <br /> <br />Commissioner Dove shares Commissioner Lutz' comments regarding the School District. <br />Commissioner Dove also feels this project should be planned for both options of elementary school <br />boundaries. <br /> <br />Chair Barker agrees with the revised plan proposed by Mr. Wiernken because of the shared traffic. <br />She also supports cul-de-sacing neighborhoods in order to protect them. She heard the comments <br />from the Kamp and Kolin residents. Chair Barker opposes homes facing Mohr Avenue and liked <br />the custom lot redesign of Mr. Wiernken. She feels the project should be lowered in density by the <br />use of larger lots. She concurs that Kamp will be used for cut-through traffic. Chair Barker would <br />like to see a decision made now regarding the extension of Mohr to El Charro because that would <br />impact future decisions on this project. <br /> <br />. <br /> <br />Chair Barker is concerned about the addition of residential projects without proper school planning. <br />This problem must then be addressed through growth management and lowering the density would <br />help. She also liked the three-way split on traffic flow. Regarding neo-traditional design, Chair <br />Barker does not feel the addition of a porch to a house makes a neighborhood neo-traditional. The <br />garages are still very prominent, and she doesn't feel the developer should be getting credit for this <br />design. <br /> <br />Commissioner Wright rebutted these comments saying Ponderosa has designed the project with more <br />park space, the setbacks, the parallel streets with planter strips, the house porches, etc. <br /> <br />Chair Barker stated Pleasanton has a tradition for building parks and requiring a developer to build <br />their share of parks is not outrageous. <br /> <br />Mr. Iserson summarized that the general consensus was to pursue Plan 1 and possibly look at the <br />density a bit, to have the applicant explore the extension of Boulder and relocating Busch, the park <br />should stay where it is now located, and that the design was neo-traditional. Staff will work further <br />to refine Plan 1. <br /> <br />Chair Barker asked staff address Plan 4 (Mr. Wiernken's plan) in the staff report. Commissioner <br />Cooper commented that Chair Barker was the only person on the Commission who favored Plan 4. <br /> <br />Commissioner Cooper stated that as the only member who sat on the General Plan Steering <br />Committee, the City has obligations from the state to provide a certain amount of high density <br />bow;ing. This property seemed a good location to provide such housing, The City has enough half- <br />million dollar homes, He sees no justification for reducing density in this area.
