Mohr A venue will be extended further to the east. He feels serious thought should be given to the
plan suggested by Mr. Wiemken.

. Marilyn Wallace, 1707 Equestrian Drive, encouraged the Commissioners to drive the streets of
Equestrian, Cameron, Trenery, etc. to get acquainted with the rural character of this neighborhood.

Jeff Hintzke, 3923 Blacow Court, feels the traffic data seems to be incomplete or contradictory.
Without knowing the school boundaries, whether Mohr Avenue will go through, etc, the residents
are trying to make a decision with a limited amount of data. He also feels there have been no
discussions on how to mitigate traffic impacts included in the project plans.

Panos Kokkas, 4157 Garatti Court, feels no one has talked about the future residents of this
development. EV As are a band-aid, and he supports Plan I.

PUBLIC HEARING WAS CLOSED

Commissioner McGuirk spoke to the character of individual neighborhoods. He would like to look
at Plan I as the [mal plan. Traffic volume can be controlled by the density in the project.
Commissioner McGuirk also advised that the Commission cannot plan if they do not get the school
boundary information from the School District. He feels there should be three access points to
evenly distribute the traffic. He suggested the residents direct their concerns and issues to the School
District.

.

In response to Chair Barker, Mr. Iserson advised there was an informal timeline set for a
recommendation to be made in January.

Commissioner Cooper commented that he feels it is amazing that the state allows school districts to
operate without consulting city planners. He noted school buses would mitigate the traffic concerns
greatly. The neo-traditional concept eliminates the use of cul-de-sac streets. Commissioner Cooper
supports Plan I with access to Mohr A venue and Kamp Drive with some engineering controls to be
added. He sees the cut-through traffic on Kolin as a serious safety issue for children playing at the
neighborhood park. As to not building the project, Commissioner Cooper feels this is unlikely
because this property has been zoned for this density and was identified as a favorable development
property through the General Plan process. Overall, Commissioner Cooper feels it is a nice plan,
the density has been reduced 50 percent since it was first presented, the area is not particularly
environmentally sensitive, and it is a reasonable area for residential development.

In response to Chair Barker, Commissioner Cooper advised there was talk of a sports park on the
quarry lands east of the project.

Commissioner Wright concurs with some comments of Commissioners Cooper and McGuirk. He
feels Plan 1 can equally split traffic to three entry points, and he asked Ponderosa if they would try
to work with the industrial segment to reroute their traffic away from Busch Road, Commissioner
Wright also noted that the traffic patterns are not only for elementary school trips, but other schools,
in-flow trips to parks, shopping and work routes as well. He does not feel school traffic should be
a major issue. Commissioner Wright noted the ElR must be discussed as well.

.

Planning Commission Minutes

Page 13

December 11, 1996
