infrastructure. He favors Plan 1 if there must be development. Mohr, Kamp, and Orloff residents
do not want the development. Ponderosa is the only proponent. He would choose either to not build
the development or scale it back in size with traffic being shared equally by everyone.

.

Carol Burrella, 3858 Mohr Avenue, mentioned the Environmental Impact Report and advised that
residents have witnessed people dumping in this area. She is concerned that hazardous materials may
have been dumped and would like the area studied before continuing with the project.

The speaker also spoke to the number of houses facing Mohr A venue and the varying width of Mohr
toward Santa Rita. She is opposed to having Mohr Avenue extending to El Charro and the idea of
townhomes being built on the Kaiser property. Ms. Burrella is also opposed to the development
having an access to Mohr Avenue and construction personnel using Mohr Avenue; this should only
be an EVA only. She feels the project has too many homes and feels this project will also lower the
surrounding property values. The City of Pleasanton must adopt policies and plans for neighborhood
cloning.

Michael Golden, 3693 Mohr A venue, feels there is an answer to the Kolin traffic problems which
is to restrict access at Kolin and Valley rather than forcing traffic on Mohr and Martin.

Paul DuBois, 1648 Holly Circle, spoke about the traffic safety problems of the Holly/Kamp
intersection, which will increase with the continuation of Kamp through the proposed development.

John Plotts, 1221 Orloff Drive, supports the adoption of Plan 1 and wants traffic to be dispersed
equally throughout the area. Mr. Plotts agrees with the comments of Commissioner Lutz that
increased traffic on Valley will equate to increased traffic on Kolin.

.

Glenn Hulett, 2201 Martin Avenue, talked about the problems he has encountered with the new
school and park on Stoneridge. He believes the people on Mohr will want to attend Mohr school
and they will use Martin Avenue for access. He is concerned about the traffic congestion in the
dead-end street, specifically at his driveway. There must be some way to mitigate the traffic on
Martin A venue caused by the dropping off of school children. He is concerned about the increase
in cut-through traffic (avoiding the Valley/Santa Rita intersection). He feels Kamp Drive should
share in the traffic flow. He would like to see most of the traffic routed to a commercial street,
although he would not like it combined with the dump traffic on Busch Road. In closing, he believes
the three impacted neighborhoods should get about a third of the new traffic; no one would then have
a reason to complain.

Katherine Grossman, 1717 Magnolia Circle, spoke about the idea of slow growth but every square
inch of Pleasanton is being developed. She hears the community is dissatisfied with the traffic and
overloaded schools, and feels the General Plan needs to be reevaluated before more building is done
in Pleasanton. She feels it is incomprehensible to make a decision on a development when no
decision has been made on school attendance boundaries. She also feels that everyone must share

in the burden of the additional traffic and feels the biggest issue is the school traffic problems.

John Moore, 1537 Courtney Avenue, feels it is fair to have traffic distributed to the north and south,
with the majority having access to the south. He would like to put to rest the question of whether

.

Planning Commission Minutes

Page 12

December 11, 1996
