<br />. <br /> <br />. <br /> <br />. <br /> <br />of the quiet rural character of his neighborhood by allowing access to the project from Mohr Avenue. <br />The traffic report states there will be a 400 % increase in traffic at the intersection of Martin and <br /> <br />Mohr. This does not include the cut-through traffic from existing neighborhoods through the new <br />development. He disagrees with the traffic report that 50 % of the traffic will use Valley A venue to <br />get to Mohr school. He does not feel that staff has attempted to maintain the rural character of the <br />neighborhood. He took issue with the comment that the increase in traffic is the same for <br />Valley/Kolin and Mohr; he believes the increase on Mohr will destroy the character of the <br />neighborhood. Mr. Cohen suggested to mitigate cut-through traffic flow on Kolin by limiting left <br />and right turns during peak hours. <br /> <br />People should not object to surrounding airports, soundwalls, etc., but people on Mohr have a basis <br />to object because they were assured future development would be directed to Busch Road and Valley <br />A venue and because the General Plan commits to retaining the character of existing neighborhoods. <br />Mr. Cohen is not opposed to the proposed development; however, he is opposed to the Mohr Avenue <br />access. Mr. Cohen's position was also supported by a large proportion of the audience. <br /> <br />Rick Brunetti, 1243 Orloff Drive, feels this project affects all of Pleasanton and feels if everyone <br />were polled, they would approve Plan I which offers a balanced traffic flow. A lot of people use <br />Valley besides the surrounding neighborhoods and these people will be affected by this development. <br />This should be taken into consideration. Regarding safety, children crossing at Kolin and Valley <br />going to Alisal school and kids playing at the park on Orloff will be jeopardized by additional traffic <br />on Kolin. Kolin is overloaded and this project will exacerbate the situation. Mr. Brunetti feels the <br />project should impact everyone equally and residents with higher-valued homes should not have a <br />greater say in the matter. He also stated that he knew that at some time there would be development <br />in the pumpkin patch. <br /> <br />Jim LaFollette, 3775 Kamp Drive, stated his belief that the Kolin residents support Plan I because <br />it decreases their traffic from what they have currently. He feels this plan will increase the traffic <br />on Kamp Drive. Plan 3 has an even distribution of traffic on Kamp and Kolin. He feels that Kamp <br />will be used for cut-through traffic instead of using Mohr Avenue. He feels Plan I increases the <br />daily trips on Kamp by 500 trips, and this understates the impact of Plan I on Kamp Drive. Another <br />issue is the cut-through traffic on Martin and Cameron. Cameron is unimproved and cannot bear <br />the traffic load. Mr. LaFollette urged the Commission to work more closely with the School <br />District. <br /> <br />In response to Chair Barker, everyone in the audience agreed to slowing the development process <br />until the School District has made their decision on school boundaries. In closing, he questioned <br />whether this development belongs here at all. <br /> <br />Diane Dains, 4082 Rennellwood Way, inquired how a traffic study can be done when the school <br />issues remain undecided. Traffic patterns will be different depending on which school the Ponderosa <br />resident children attend. Commissioner Wright stated the traffic report did an analysis for both <br />schools, The speaker stated the problems with dropping children off at AIisal will also extend to the <br />Mohr school. Another issue is the class size reduction may be extended through the fourth grade. <br /> <br />Daryl Strudevant, 1545 Orloff Drive, addressed the 680 commute problems and that a traffic study <br />undertaken by Nummi indicates cities only plan what is important to the city but not highway <br /> <br />Planning Commlsslon MInutes <br /> <br />Page 11 <br /> <br />December 11, 1996 <br />
