.

.

.

5. MATTERS CONTINUED FOR DECISION

There were none.

6. PUBLIC HEARINGS

a. UP-96-70. Pam Danforth and Jane Perkins
Application for a conditional use permit to operate a massage therapy office located at 1811
Santa Rita Road, Suite 207. Zoning for the property is PUD (Planned Unit Development) -
C (Commercial) District.

Continued to November 20, 1996.

b. UP-96-67. Consil!lllllent Plus Home Furuishim!s. Inc.
Application for a conditional use permit to conduct consignment sales for home furnishings
and accessories located at 4250 Rosewood Drive (Rose Pavilion). Zoning for the property
is PUD (Planned Unit Development - C (Commercial) District.

Mr. lserson presented the staff report on the application for a conditional use permit to allow
a consignment store for home furnishings and accessories to be located within the Rose Pavilion
Shopping Center. This site is zoned C-C (Central Commercial) District. Secondhand stores are
conditionally allowed uses within the C-C district.

The applicant is proposing a retail-design consignment showroom with high-quality merchandise.
The owners will contract with a professional delivery service to pick up the consignment items
for delivery to the store. The store will be set up much like any other new furniture store. The
delivery of the purchased items will also be through a delivery service.

On-loading and off-loading of all merchandise will be conducted at the rear of the store. Hours
of operation will be 10:00 a.m. to 6:00 p.m., Monday through Saturday, and noon to 5:00 p.m.
on Sunday.

Staff feels the proposed use will be very similar to other retail stores in the Center, and other
furniture stores in the area could potentially benefit from the furniture consignment business.

Parking is not considered to be intensive. This is a benefit for the overall parking situation at
Rose Pavilion. The applicants indicate no merchandise will be dropped off; all consignment
arrangements are made ahead of time with pick up through a delivery service. All property
owners and tenants have been notified of this application, and no comments have been received
by staff.

Staff feels the use is appropriate for this area and recommend approval of the use permit subject
to the conditions of the staff report.

Planning Commission Minutes

Page 2

November 6, 1996
