.

.

.

He feels the front entry focal point is important for the customer to know where the entry is located.

In response to Commissioner McGuirk, Mr. Knorr stated there will be an outside dining patio.

Considerable discussion ensued regarding the exact color of red. Commissioner Dove asked about
the color of the neon lights. Mr. Knorr described they use the classic neons, which are richer in
color. They are not the typical "screaming" neon colors.

In response to questions from Commissioner Wright, Mr. Knorr advised that the blue metal siding
has factory-applied blue paint which has been matched to their blue corporate color. Also, the red
fascia is a wood structure painted red.

Mr. Knorr feels the applicants would agree to deleting the "RR" sign on the front entry feature.

PUBLIC HEARING WAS CLOSED

Commissioner Dove feels the "RR" sign could remain. Commissioner Wright stated that the signs
are subject to the Hacienda sign guidelines and allowing the "RR" sign could create far-reaching
repercussions .

Commissioner Cooper supports the original design of the color, feeling the addition of some color
would be a nice change and addition.

Commissioner Wright is opposed to the use of neon lights. He would allow keeping the primary
colors, but he is opposed to the standing metal siding on the building. He would prefer to comprise
and have the entire building sided with a basic beige stucco.

Commissioner Cooper would agree to eliminating the metal siding, but he does feel the neon lighting
would be an attractive feature.

Commissioner McGuirk agreed that the "RR" sign should be eliminated in keeping with the Hacienda
sign guidelines. He supports the project as designed with the use of neon lighting.

PUBLIC HEARING WAS REOPENED

Mr. Knorr advised that the color rendering is the actual building design as proposed in this
application.

PUBLIC HEARING WAS CLOSED

Commissioner Lutz supports the project as proposed including the use of neon lighting. Chair
Barker also agreed with the proposed project as designed.

C(\II1mk~ioner wright advised that he is not voting against the restaurant project itself, but he is
opposed to the design n:view proposal.

Planning Commission Minutes

Page 9

October 23, 1996
