.

.

Staff described the building location to be set 45-degrees to the street and the architecture is to be
art deeD styling; Mr. Iserson also described the materials to be used in the construction. The accent
colors are to be red and blue, and the front entry canopy would include neon lights. Landscaping
would include \llanting material around the building and in the parking lot. Access will be through
the existing driveway for Metro 580. A minor modification for the parking lot would be included
because the building size is smaller than first anticipated. The parking lot will have a total of 92
spaces; only 77 spaces are required.

Staff feels the building is attractively designed and is compatible with the rest of the buildings in the
shopping center and the surrounding area.

The blue metal siding was of concern to staff, and the applicant has changed it to a blue standing
seam metal material. The art deco front feature was discussed and it would consist of five exposed
neon tubes. If the Commission has a concern that the neon may be too much color, the applicant
would be willing to delete that feature. In response to Commissioner. McGuirk, staff advised the
neon lighting would be a constant, not pulsating, light source.

Staff stated the proposed signage meets the sign requirements of the Hacienda guidelines. The "RR"
sign over the front door exceeds the allowed number of signs and is to be deleted.

Overall, staff supports the approval of this application, subject to the conditions of approval. Staff
feels the architecture, colors and liveliness of the building will blend into the existing commercial
center.

Commissioner Wright discussed if the color rendering was representative of the red and blue colors.
Mr. Iserson believed it to be accurate and also provided a color board for the Commission's review.

Commissioner Cooper inquired if Hacienda has agreed to the proposed color scheme. Staff indicated
they had agreed.

PUBLIC HEARING WAS OPENED

Dennis Garcelon represented his application and stated he and his wife are the Red Robin franchisee
in this area. They are located in Dublin and have been in this area since 1981. They hope to
provide fun family dining in a building that is classy and has pizzazz and excitement.

Commissioner Wright inquired about the restaurant menu. Mr. Garcelon commented Round Robin
is considered casual dining that originated in Seattle. They are known for their fresh gourmet
hamburgers, but also have chicken, ribs, and full service alcohol service.

Torin Knorr, architect of Red Robin, 1120 Palm Avenue, San Mateo. He advised the Red Robin
restaurants at Bayfair and Sun Valley Mall are quite different in style than what is being proposed
for Pleasanton. They are trying to achieve "a fun family dining restaurant." He showed the
Commission pictures of a building without the red and blue colors and a picture of a restaurant
representative of how much of the blue siding is used. The red and blue colors are their corporate
identity colors. The blue color has been toned down to match the blue tile in the Metro 580 center.

.

Planning CoJDDJissiOD MInutes

Page 8

October 23, 1996
