Mr. Finn advised there is a $2,000 fee attached to a major modification. <br />Chair Barker inquired if this issue could be agendized as a minor modification, therefore saving the <br />al'l'li.cant the $2,000 fee. Mr. lserson stated the only avenue for a fee waiver would be through the <br />City Council. The appeal process and the Code were discussed, and Mr. Iserson advised the appeal <br />period has lapsed. Chair Barker suggested the Commission discuss the appeal process later in the <br />meeting. Mr. Iserson stated the Homeowners Association could pay the fee and then ask the <br />Planning Commission to recommend to the City Council to waive the fee. <br /> <br />Mr. Finn made the four following points: <br />*Because staff cannot support the application, it becomes a major modification, but the additional <br />fee is cost-prohibitive for this already-costly project. <br />*Define the term "discourage." <br />*Staff determined the situation of their street is not unique to their street and neighborhood. Mr. <br />Finn feels their neighborhood is unique. <br />*Mr. Finn cited staffs calculation that Stanley now has 4,200 average daily trips and will increase <br />to 16,000 average daily trips at build-out. The residents are having problems now and the problems <br />will only get worse as they reach traffic build-out. <br /> <br />4. REVISIONS AND OMISSIONS TO THE AGENDA <br /> <br />Mr. Iserson advised the Commission that Item 6d., PUD-80-16-15D, CM+ Corp., was continued <br />to November 6, 1996. <br /> <br />5. <br /> <br />MATTERS CONTINUED FOR DECISION <br /> <br />There were none. <br /> <br />6. PUBLIC HEARINGS <br /> <br />a. UP-96-62/Z-96-218. Julian and Nancv Riccomini <br />Application for 1) a conditional use permit, and 2) design review approval to construct a single- <br />story, detached, 768 square foot secondary unit in the rear yard area of an existing residence <br />located at 484 Adams Way. Zoning for the property is R-1-6,500. <br /> <br />Mr. Iserson presented the staff report on the application for a conditional use permit and design <br />review approval to construct a single-story, detached, 768 square foot secondary unit in the rear yard <br />of an existing residence located at 484 Adams Way. The property is zoned R-1-65oo. Secondary <br />units are conditional uses in this zoning district. The lot is approximately 17,200 sq. Ft. with a <br />1900 sq. Ft. single-family home. The exterior design matches the existing single-family home. The <br />end of the long driveway will provide the parking space for the secondary unit. Staff received no <br />response from their notification to the surrounding residences within 300 feet. <br /> <br />Staff determined the State law requiIements and conditional use permit findings can be met.
