<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />APPROVED <br /> <br />MINUTES <br />PLANNING COMMISSION <br />Pleasanton, California <br /> <br />CITY COUNCIL CHAMBERS <br />200 Old Bernal <br />Wednesday, October 23,1996 <br /> <br />CALL TO ORDER <br /> <br />The Planning Commission meeting of October 23, 1996, was called to order at 7:35 p.m. by Vice <br />Chair Dove. <br /> <br />The Pledge of Allegiance was recited. <br /> <br />1. ROLL CALL <br /> <br />Commissioners Present: <br /> <br />Commissioners Jack Dove, Geoff Cooper, Harry Lutz, Harold <br />McGuirk, Robert Wright and Chair Debra Barker (arrived at 7:40 pm) <br /> <br />Commissioners Absent: <br /> <br />None <br /> <br />Staff Members Present: <br /> <br />Jerry Iserson, Principal Planner; Roger Higdon, Assistant Director of <br />Public Works; and Terri Czapinski, Recording Secretary <br /> <br />2. APPROVAL OF MINUTES <br /> <br />The Minutes from the October 9, 1996, meeting were approved as written. <br /> <br />3. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE <br />PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY ON THE <br />AGENDA <br /> <br />Eric Finn, 202 Del Valle Ct., advised the Commission of the problems confronting the residents of <br />Del Valle Ct. He distributed pictures of the City's response to the Homeowner Association's request <br />for the City to install a security gate on their private street. The original application was made on <br />or about July 21. The Fire Department reviewed and approved the gate design with only minor <br />modifications. Del Valle Ct. is a private street, but is constructed to City specifications. The street <br />is being treated as a thoroughfare, although it is actually a cul-de-sac. Fifteen children currently <br />reside on the street and motorists turn onto their street off Stanley Blvd. at a high rate of speed. The <br />location of the gate will enable people to turn around without having to back out onto Stanley. <br /> <br />Overflow parking from Stanley and downtown has also been a problem in this neighborhood. <br /> <br />. <br /> <br />Mr. Finn noted that the new General Plan discourages gated communities and was the basis for <br />staff's rejection of the security gate. The Del Valle Ct. residents do not wish to create an "elitist" <br />neighborhood; they are trying to do what is best for their neighborhood. <br /> <br />Vice Chair Dove asked staff if this was the proper forum for Mr. Finn's concerns and should this <br />issue be put on a future agenda. Mr. Iserson explained that the gate was applied for as a minor <br />
