With the few minor suggestions above, staff recommends approval of the major modification to <br />change the land use designation to MCOIPD, to allow hotels/motels on this site, and to approve the <br />design review of the buildings. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Mark Sweeney, 4309 Hacienda Drive, represented this application for the Prudential Insurance <br />Company of America. Mr. Sweeney advised the neighborhood notices were properly sent out, and <br />that he was not invited to the neighborhood resident meeting. Except for Condition 4, Prudential <br />agrees with the staff report and the conditions of approval. <br /> <br />Dennis Meikleham, Summerfield Hotel Corporation, 8100 East 22nd Street, Wichita, KS. Mr. <br />Meikleham gave a brief synopsis of his company. In the Bay Area, they have properties at the San <br />Francisco Airport, Belmont, Sunnyvale and San Jose. He described the four categories of travelers <br />the hotel targets: the relocating executive and family, those attending training sessions, temporary <br />work assignment executives, and others who like the suites hotel concept. Their customers like to <br />have a wide variety of retail within walking distance to the hotel. Site 13F has this availability. <br /> <br />. <br /> <br />Mr. Meikleham was surprised to see the traffic study delayed until a year after the hotel opens. He <br />feels the traffic engineers should do actual counts at their four other properties in the Bay Area to <br />get accurate trip counts that will occur in Pleasanton. Mr. Meikleham feels their hotels generate half <br />the amount of traffic generated by an office building of the same square footage. Because there is <br />no category for the extended stay suites hotel in national traffic count reports, they have always used <br />actual traffic count studies. Mr. Meikleham stated he is opposed to Condition 4. <br /> <br />Chris Kinzel, 4637 Chabot Drive, Suite 214, spoke to the traffic studies and the particular use does <br />not fall in the published categories. Their traffic count performed at the Belmont property came in <br />at one-half the number of generated trips anticipated. <br /> <br />Commissioner Wright asked Mr. Kinzel if the Belmont hotel location is near or in a business park <br />which would tend to foster carpooling. Mr. Kinzel stated the Belmont location is adjacent to Oracle <br />which is a heavy-user of the Summerfield hotel. He feels Pleasanton offers more services within <br />walking distance than does the Belmont hotel. <br /> <br />Mark Sweeney referred to the "trip bank" and stated that delaying this decision to late 1998 would <br />cause Prudential to have less buildable capacity for the remaining lots. Prudential would like to use <br />the figures from other sources substantiating the hotel will not generate a large amount of traffic. <br /> <br />Jeff Krehbiel, 1300 East Lewis, Wichita, KS, stated staff made some very good comments and <br />suggestions for the project. However, Mr. Krehbiel is opposed to Conditions SA through SD and <br />possibly Condition 6. They have spent a great deal of time developing the Summerfield Suites <br />prototype and corporate image. They do not feel it is appropriate to extend the overhangs on this <br />project. They oppose the planter boxes because of the long-term planter operation and maintenance <br />issues.
