<br /> <br />. <br /> <br />Staff has analyzed the project with regard to the conditional use permit fmdings. Staff feels they can <br />make all the use permit findings in that it is compatible with the surrounding area, appropriate since <br />it is an off-season use, is limited to 25 campsites, and a good buffer exists between the park and the <br />nearby residential area. Therefore, staff recommends approval of Case UP-96-52/Z-96-195, subject <br />to the conditions of approval listed in Exhibit B. <br /> <br />Chair Barker clarified that the 20-car staging area is not part of this application. Staff concurred. <br /> <br />Commissioner Cooper inquired if tent trailers would also be allowed and considered an RV vehicle. <br />Staff referred this to the park representatives. Commissioner Cooper noted it would be hard to limit <br />alcohol consumption within the RVs. Staff understands the campers would be advised that alcohol <br />is prohibited, although someone drinking within their RV would be difficult to prohibit. <br /> <br />Commissioner McGuirk inquired about the security-caretaker person. Mr. Iserson feels the caretaker <br />would be trained in security and conflict resolution. Commissioner McGuirk spoke to the fact that <br />paved areas usually are specified to have oil/water separators. Staff feels the conditions imply that <br />this would happen when complying with the City's storm drain ordinance. Commissioner McGuirk <br />feels that an RV could potentially have oil leak problems. Condition 39 could be amended to clarify <br />having an oil/water separator. Mr. Higdon advised that any oil run-off would drain off to the picnic <br />and lawn areas. The most effective way to treat this runoff is through mowing the grass areas. <br /> <br />. <br /> <br />Commissioner Dove advised that he spoke with Mr. Pickett of the Shadow Cliffs residential <br />development and Mr. Richards of the Hacienda Mobil Home Park. They are concerned about fire <br />danger in the arroyo. They were unaware of the plans to put a bridge across the arroyo. <br />Commissioner Dove requested that future projects have better notification to the surrounding areas. <br />Mr. Iserson stated the low-water bridge had always been in the plan. Commissioner Dove also stated <br />he feels there should be a shower in both the men's and women's restrooms. <br /> <br />Chair Barker also noted that she spoke with Jocelyn Combs. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Jocelyn Combs, 5151 Greentree Court, represented this application and is on the Board of Directors <br />of the East Bay Regional Park District. Since their recent annexation to the City, the park has been <br />enjoying their sewer hookups. They feel the RV Camping use will be an amenity to the park and the <br />community as a whole. The Park District has experience with RV use at two other parks, and they <br />have a centralized reservation system. <br /> <br />Mike Lamb of the EBRPD staff described the layout and landscape plans for Shadow Cliffs. The <br />landscape plan mimics the landscape material naturally occurring in the park. He advised the entire <br />parking lot is be regraded to allow sheet drainage to the lake. <br /> <br />Mike Anderson, project designer, advised that tent trailers will be allowed, however, tent camping <br />is prohibited.
