East Bav Rel!ional Park District <br />Application for a conditional use permit to operate 25 recreational vehicle campsites and design <br />review approval to pave an 857 parking spac.e parking lot in the Shadow Cliffs Regional <br />Recreation Area. The 298-acre park is located south of Stanley Boulevard approximately 3,600 <br />feet east of the intersection of Stanley Boulevard and Bernal A venue. Zoning for the property <br />is P (Public and Institutional) District. <br /> <br />Mr. Iserson presented the staff report on the application for a conditional use permit to operate 25 <br />recreation vehicle campsites and design review for paving the parking lot of Shadow Cliffs Regional <br />Recreation Area. The zoning is Public and Institutional District, and parks require conditional use <br />permit within this zoning district. <br /> <br />The overnight RV camping will be allowed only during the off-peak season, October to April. <br />During the peak summer season, this area will revert back to automobile parking. <br /> <br />The paving referred to in this application will occur on the currently unpaved parking lot. This will <br />upgrade and improve the facility. <br /> <br />Major uses around the park are sand and gravel quarries, residenlial neighborhoods separated by the <br />arroyo and wooded areas, and further down Stanley Blvd. is the Stanley Business Park. The Land <br />Use Development Plan for Shadow Cliffs addressed the expansion of the park, including the parking <br />lot. It did not, however, specifically mention the use of overnight camping. A study conducted by <br />a citizen task force for the East Bay Regional Park District identified a need and recommended the <br />use of RV camp sites in Shadow Cliffs. This was approved by the Board of Directors of the EBRPD <br />and will be included in their plan. <br /> <br />The owners of the RMC Lone Star quarry notified staff advising that they work 24-hours per day <br />and this should be communicated to the applicants and potential campers. <br /> <br />As to circulation and traffic, there is only one public access from Stanley Blvd. and there is very <br />little public use of the park during the off-peak season. Therefore, staff feels there will be very little <br />impact to the traffic on Stanley due to the addition of campsites. Access to the park after hours must <br />be determined and submitted to staff. <br /> <br />Regarding the use of police within the park, the Pleasanton city police and the Park District police <br />have reached an agreement on how to handle calls and is part of the conditions of approval. There <br />will be a full-time caretaker on the premises at all times. <br /> <br />Some concern was expressed about fire danger. Open pil fires will not be allowed; metal BBQs will <br />be available for use at the park. These are not considered a danger by staff. <br /> <br />Staff has been in contact with some of the residential neighbors and attempted to address their <br />concerns, which include increased traffic, security, fire danger, and access to the residential <br />neighborhood via the arroyo pedestrian bridge. <br /> <br /> <br />Planning Commission Minutes <br /> <br />Page 5 <br /> <br />September 25, 1996 <br />
