seconds. Another feature added is a cash window located at the third car from the pickup window.
Commissioner McGuirk determined the drive-through lane can accommodate a que of four cars
before the menu board.

.

Chairwoman Barker commented that she has seen an advance menu board at other fast-food locations
and questioned whether there will be a pull over spot. Mr. Villanveva stated their menu board is
very limited, offering only burgers. He noted that a pull over spot is not necessary because no
matter how many burgers are ordered, the cook time is the same 45 seconds.

PUBLIC HEARING WAS CLOSED

Commissioner McGuirk commented that he likes what he sees. With the traffic flow discussions,
this project seems to draw people to the location during the peak traffic times and is therefore the
best use for this property. The landscaping suits the needs of the area. The pylon sign is acceptable
with the additional three feet in height and retail names. He feels that it is best for the project to
abandon Johnson Court. It seems that Denny's will remain at a comer with the same exposure it
has now. The bulb can be better used for parking. The different driveways and monument signs
directing traffic to the closest retail stores are a good idea. The Owens Drive left turn is of concern
to Commissioner McGuirk, and eventually he would like to see this closed. He would rather see the
traffic dispersed instead of funneling it onto Owens Drive. He will support this application.

.

Commissioner Cooper feels it is a nice plan and likes the concept of the extended-stay hotel. He is
glad to see the Beverages & More store come to Pleasanton and he also concurs with the staff
recommendation for additional landscaping in the parking areas. He also does not object to the pylon
sign. As long as Denny's approves of the abandonment of Johnson Court, he will also support it.
In all, he will approve this application.

Commissioner Dove feels the In-n-Out Burger application is better than their previous application.
He stated that he had asked staff previously if a sign could be installed restricting left turns between
the hours of 4 and 6 p.m. Staff believes these types of signs are basically ignored by motorists. He
supports leaving the left -turn as it is for now, and if it becomes a problem in the future, we still have
the option to close it.

Commissioner Lutz commented this parcel is a difficult piece of land that has been vacant for a long
time. It is good to see it put to good use. As to the signage for In-n-Out Burgers, he supports
eliminating the fourth sign by deleting the west sign. The General Plan made a commitment to
efficient drive-throughs for air quality. This one seems to be an efficient drive-through. The hotel
is a very good use for Pleasanton, and he sees no conflict with a conference-centered hotel. He
supports this application.

Chairwoman Barker supports abandonment of Johnson Court for additional parking. She would like
to see a walkway from Candlewood Hotel to Denny's. She asked staff if logo signs are allowed,
Mr. Iserson stated logos are allowed as part of signage applications. No logos are allowed on pylon
signs. Mr .Iserson commented that the In-n-Out Burger sign does incorporate their logo as well and
was an oversight.

.

Planning Commission Minutes

Page 14

August 28, 1996
