Both Candlewood Hotel and In-n-Out Burger have agreed to the additional landscaping and the
additional glass features are acceptable for the retail center. Regarding the pylon sign, the applicants
are anxious to conform it to the pylon sign standard of what has been approved in other areas.

.

In-n-Out Burgers has requested four signs but would accept three signs. The signs are only 18 inches
in height and match in size with the Taco Bell across the street. Mr. Terrill asked the Commission
to consider leaving the sign on the north elevation.

Chairwoman Barker inquired which sign In-n-Out Burger would accept to eliminate. Mr. Terrill
responded that the west elevation sign could be eliminated.

Commissioner McGuirk commented there are four monument signs shown, and asked which tenants
will be on each. Mr. Terrill stated that the tenants closest to the monument sign would be posted.

Chairwoman Barker inquired about the Caltrans right of way. Mr. Terrill wishes to request the City
to ask Caltrans for a right of entry. It would be beneficial to everyone.

Jim Hansen, 4088 Bridge Street, #8, Pair Oaks, gave a presentation on the proposed studio hotel and
why it is different from other hotels in the market. It is designed to accommodate the business
traveler who is interested in staying a week or more--three to four weeks is a typical length of stay.
Public space is kept to a minimum; there is no meeting room space or restaurant. The hotel patrons
will be using the surrounding retail centers and restaurants.

.

There will be 48 two-room suites and 78 studio rooms. All rooms have a full service kitchen. The
rooms are designed to accommodate the business person with desk and business chair and residential
furnishings.

Peter Mulligan, 101 Larkspur Landing, #318, Larkspur, stated he welcomes the City's attempts to
get a full-service convention hotel in Pleasanton; however, their hotel is distinctly different. They
are not catering to the nightly traveler. Their rooms range in size from 350 to 525 sq. ft. They
offer no concierge, no gift shop, and maid service is weekly. They provide a great, but affordable
product.
Chairwoman Barker inquired about the collection of hotel tax. Mr. Beougher indicated that the hotel
tax covers the first four weeks of occupancy. Mr. Mulligan stated the company was started in April
and the first hotel started construction earlier this month. Their expected daily room rate would be
in the $60-90/day range.

Commissioner McGuirk commented that In-n-Out Burger has eliminated their white building color.
He noted the lack of direction for cars stacking before the menu sign at other fast-food restaurants.
What can be done to eliminate this at the In-n-Out Burger? Mr. Raymund Villanveva, 13502
Hamburger Lane, Baldwin Park, stated In-n-Out Burgers always puts the entrance to the drive
thrOUgh as far away as possible from the public street to allow for the most amount of stacking.
Their normal drive-through length is nine cars; this one will accommodate eleven cars. They put
the menu and speaker at the seventh car. This allows them time to cook the order by the time
you've reached the pick-up window. The manager as graded on the length of time from customer
order to customer pickup, and it should not exceed 45 seconds. Mr. Villanveva stated that if you
are the eleventh car in the drive-through lane, your time in the lane should not exceed 11 x 45

.

Planning Commission Minutes

Page 13

August 28, 1996
