Masse's Sports Bar <br /> <br />Application for a conditional use permit to allow the establishment of a sports bar and billiard <br />parlor to be located at 6180 Stoneridge Mall Road. Zoning for the property is PUD (Planned <br />Unit Development) - CoO (Commercial-Office) District. <br /> <br />Me. Iserson presented the staff report for the application to establish a sports bar and billiard parlor <br />located at the former Marie CaIlendar's restaurant location at 6180 Embarcadero Court in the <br />Stoneridge Corporate Center. <br /> <br />The existing PUD does not allow a billiard hall; therefore, the applicant is seeking a PUD <br />modification to allow this as a conditional use. This conditional use permit will only be effective <br />if the PUD modification is approved. The applicants also own and operate a similar facility (Masse's <br />Billiards, Sports Bar & Grill) located at 2721 North Main Street in Walnut Creek. <br /> <br />The interior of the building would be redesigned with a floorplan that has 14 billiard tables, <br />bar/lounge areas, interior and exterior dining areas and kitchen areas. Exterior changes to the <br />building would be limited to repair, painting and the removal of the existing window awnings. <br /> <br />Based on the applicants' Walnut Creek business, they have three periods of peak business: Lunch <br />(11 am to 2 pm, 125-150 customers), happy hour (5 pm - 7 pm, 100-125 customers, and their <br />heaviest use would be between 9 pm and 2 am (150-300 customers). There will also be complete <br />lunch and dinner menus available throughout the day. <br /> <br />Staff analyzed the potential impact to the Stoneridge apartments; however, they are over 750 feet <br />away, and staff feels this establishment will not impact these residents. The corporate offices in the <br />immediate vicinity should not be impacted during the day and are closed during the applicants' <br />heaviest usage time. <br /> <br />The applicants feel they will get some lunchtime business from the surrounding offices; however, <br />they expect most of their business to be in the evening hours when the offices are closed. Parking <br />will be sufficient because overflow can use the office building parking lots. There is a total of 222 <br />parking spaces available and the Code requires there be 104 parking spaces available. <br /> <br />Security guards are a part of the conditions for this application and the police department would like <br />to review with the applicants the number of guards needed. <br /> <br />Staff feels the use permit findings can be made and recommend approval of this application subject <br />to the conditions of approval. <br /> <br />In response to Commissioner Wright, Me. Iserson advised that staff is handling the minor PUD <br />modification and it will probably not be heard by the Commission unless a concern is received by <br /> <br />staff. <br /> <br />In response to Commissioner Cooper, Mr. Iserson advised that the residents of the Stoneridge <br />apartments were individually noticed of this application and public hearing. <br /> <br />Planning Commission Minutes <br /> <br />Page 3 <br /> <br />July 24, 1996 <br />
