<br /> <br />. <br /> <br />. <br /> <br /> <br />. <br /> <br />Mr. lserson presented the staff report on the application for a conditional use pennit and design <br /> <br />review approval to allow the construction and operation of an 240 square foot unmanned cellular <br />communications facility and a IO-foot extension to the existing 75-foot tall Cellular One monopole <br />located at 3830 Old Santa Rita Road. GTE Mobilnet has another antenna located on Willow Road, <br />however, it is experiencing difficulty in transmissions. They were looking to install another antenna <br />a few sites away for the subject site. After discussing with staff, GTE Mobilnet representatives <br />contacted Cellular One to discuss the possibility of co-locating on their existing monopole. Staff also <br />noted a correction that the additional antenna would be eleven inches in diameter, not the eighteen <br />inches stated in the staff report. <br /> <br />Staff's major concern of the antenna is its visibility, and is the reason why they suggested combining <br />it with the existing Cellular One antenna. Staff feels the impact will be quite minimal, the public <br />has become accustomed to seeing these types of poles, and staff has contacted the adjacent businesses <br />with no negative comments forthcoming. <br /> <br />Landscaping will be installed around the umnanned building. Staff is recommending approval of this <br />application subject to the conditions listed in the staff report. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Evan Sheppard, 413 Park Drive, Aptos, represented this application for GTE. They are proposing <br />to use a "slick" antenna, which has no panels and is only eleven inches in diameter. The extension <br />will be painted light gray which will render it almost invisible. <br /> <br />Mr. Sheppard stated their one concern in the staff report regards sanitary sewers. He stated this <br />facility has no running water, is unmanned, and GTE feels they should not be required to pay for <br />sanitary sewer costs. <br /> <br />Staff noted that the sanitary sewer portion can be deleted from the staff report. <br /> <br />David Bennett, described why the co-location of the antenna is the most efficient process. <br /> <br />Angelina Summer, 4750 Sutter Gate Avenue is neither for or against this application, but inquired <br />if these antennas could be located in Dublin or San Ramon as well. She does not want Pleasanton <br />to become saturated with antennas. She suggested that in the future it would be helpful to identify <br />where such an antenna exists so the public could view an example. <br /> <br />Lillian Jardin, 4704 Herrin Way, confirmed that she has tried to make a call from the Rosewood <br />Pavilion and was unable to make connection due to the one antenna overriding the other. <br /> <br />Kathryn Stephens, 2793 Longspur Way, advised she is in support of the pole extension. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Wright stated thattbe combining the two poles is the best situation and is in support <br />of the application. <br /> <br />Planning Commission Minutes <br /> <br />Page 9 <br /> <br />June 12, 1996 <br />
