Vallev Communitv Church Application for design review approval to retain two, eleven foot high basketball hoops in the parking lot of the Valley Community Church located at 4455 Del Valle Parkway. Zoning for the property is Public and Institutional District. Mr. Iserson presented the staff report on the design review approval to retain two existing basketball hoops located in the northern portion of the parking lot of the Valley Community Church located at 4455 Del Valle Parkway. He advised that in 1981 this church received design approval for the master plan of the three acre site. In 1992, a revised master plan was approved by the Planning Commission. In 1995 the applicants installed two 11 foot tall basketball standards in the northern portion of their parking lot. No approvals or permits were obtained from the City for the basketball courts. This type of facility would require administrative design review. Staff advised the applicants to either remove the basketball courts or apply for the necessary City approvals. Through the noticing procedure to the adjacent neighborhood, staff received comments in opposition to the basketball courts. Due to the significant opposition from the neighborhood, a public hearing before the Planning Commission was determined to be necessary. A second issue of importance between the church and the neighbors is the issue of the parking lot lighting. The lighting requirement stems from the original approval to provide security to the parking lot. Staff received complaints from the neighbors about the visibility of the light standards themselves (not from the glare of the lights). However, this is not an issue before the Commission at this time. Mr. Iserson stated the basketball courts would be used during the hours of 7:30 pm to 9:00 pm Tuesdays and Wednesdays and 6:30 pm and 9:00 pm on Fridays, during the months of June, July, Planning Commission Minntes Page 4 Jnne 12, 1996
