Vallev Communitv Church <br />Application for design review approval to retain two, eleven foot high basketball hoops in the <br />parking lot of the Valley Community Church located at 4455 Del Valle Parkway. Zoning for <br />the property is Public and Institutional District. <br /> <br />Mr. Iserson presented the staff report on the design review approval to retain two existing basketball <br />hoops located in the northern portion of the parking lot of the Valley Community Church located at <br />4455 Del Valle Parkway. He advised that in 1981 this church received design approval for the <br />master plan of the three acre site. In 1992, a revised master plan was approved by the Planning <br />Commission. In 1995 the applicants installed two 11 foot tall basketball standards in the northern <br />portion of their parking lot. No approvals or permits were obtained from the City for the basketball <br />courts. This type of facility would require administrative design review. Staff advised the applicants <br />to either remove the basketball courts or apply for the necessary City approvals. <br /> <br />Through the noticing procedure to the adjacent neighborhood, staff received comments in opposition <br />to the basketball courts. Due to the significant opposition from the neighborhood, a public hearing <br />before the Planning Commission was determined to be necessary. <br /> <br />A second issue of importance between the church and the neighbors is the issue of the parking lot <br />lighting. The lighting requirement stems from the original approval to provide security to the <br />parking lot. Staff received complaints from the neighbors about the visibility of the light standards <br />themselves (not from the glare of the lights). However, this is not an issue before the Commission <br />at this time. <br /> <br />Mr. Iserson stated the basketball courts would be used during the hours of 7:30 pm to 9:00 pm <br />Tuesdays and Wednesdays and 6:30 pm and 9:00 pm on Fridays, during the months of June, July, <br /> <br />Planning Commission Minntes <br /> <br />Page 4 <br /> <br />Jnne 12, 1996 <br />
