Connie Harris <br /> <br />Application for a non.exempt home occupation use permit to operate an in.home electrolysis <br />service with a maximum of five clients per day located at 4787 Canary Drive. Zoning for the <br />property is R-I-6500 District. <br /> <br />Me. lserson presented the staff report on the application for a non-exempt home occupation use <br />permit to operate an in-home electrolysis business by Connie Harris at 4787 Canary Drive. The <br />Planning Commission had previously considered and approved this use permit for a two-year period <br />in 1994. The permit expired in April of this year. <br /> <br />Ms. Harris submitted an application to continue her in-home occupation. Due to personal injuries, <br />Ms. Harris was unable to work full-time; therefore, her business was not operated on a full-time <br />basis. Further, Ms. Harris' business has not grown adequately to support moving to a commercial <br />location. <br /> <br />Me. lserson stated she will operate her business as before. Ms. Harris is requesting to work an extra <br />day in the week (four days per week) and add six more clients to the previously approved maximum <br />number (21 clients total). The additional workday will be a weekday; Ms. Harris does not want to <br />impact the neighborhood by working on weekends. <br /> <br />Ms. Harris still believes that her in-home business is temporary in nature and intends to move the <br />business to a commercial location when the business grows enough to support such a move. Staff <br />has received no complaints from neighbors in the last two years. Parking has not been a problem, <br />and there has been no impact to the neighborhood. <br /> <br />Staff feels it would be appropriate for the Planning Commission to grant approval for the additional <br />two year in-home occupation use permit, subject to the conditions of approval. <br /> <br />Commissioner Cooper clarified there would be no advertising, signage, etc., to indicate that a <br />business operated out of the home. Staff concurred. <br /> <br />Commissioner McGuirk inquired what staff would do if, after two years, the applicant did not move <br />her business to a commercial location. Mr. Iserson felt that staff would approve another extension <br />if there had been no complaints and/or problems. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Connie Harris, 4787 Canary Drive, represented her application for her in-home occupation use <br />permit. She appreciated staff's work on her application as well as her appreciation to be able to <br />work out of her home. She stated her business is successful, her clients like her in-home office, and <br />she is licensed by the State. <br /> <br />Ms. Harris is concerned about her neighborhood; she does not want to do anything to disrupt its <br />quiet character. There is only one vehicle on-site during her work hours, and parking has not been <br />a problem in the past.
