.

.

.

.

6. PUBLIC HEARINGS

a. UP-96-26. Katherine Lake and Linda Conn (Health fu Touch)
Application for a conditional use permit to operate a massage therapy studio located at 699
Peters Avenue. Zoning for the property is C-C (Central Commercial), Downtown Revitalization
District.

Mr. lserson presented the staff report on the application for a conditional use permit of Linda Conn
and Katherine Lake to operate two separate therapeutic massage facilities in the same suite of offices
located at 699 Peters Avenue. Hours of operation are Monday through Friday 8:00 am to 8:30 pm;
Saturday 8:30 am to 6:00 pm; and occasional Sunday appointtnents will be from 10:00 am to 3:00
pm. All appointtnents are individual appointtnents, lasting from one-half hour to one and one-half
hours. This particular suite of offices has five tenant parking spaces; the site also has use of on-
street parking as well as the city-owned parking nearby. A total of two parking spaces is needed to
meet Code requirements; staff feels parking will not be a problem.

Staff noted that they have not experienced any problems from the previously approved massage
businesses. A Special Permit issued by the Police Department is required and is one of the
conditions of approval.

Staff feels the findings of the conditional use permit can be made and, therefore, recommends
approval subject to the conditions of approval.

Commissioner Wright clarified these are two separate businesses operating out of the same suite of
offices. Me. Iserson concurred; staff felt it would be easier to handle both applications at the same
time.

PUBLIC HEARING WAS OPENED

Linda Conn, 699 Peters Avenue, Suite A, represented her application for a conditional use permit.
She has read and agrees with the staff report and conditions of approval.

PUBLIC HEARING WAS CLOSED

Commissioner Wright motioned, seconded by Commissioner McGuirk, making the conditional
use permit findings and approving Case UP-96-26 subject to the conditions listed in Exhibit B.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Cooper, Dove, McGuirk, and Vice-Chairperson Barker
None
Chairman Lutz
None

Resolution No. PC 96-38 was entered approving Case UP-96-26, as motioned.

Planning Commission Minutes

Page 2

June 12, 1996
