.

.

.

Mr. Beougher advised several of the last speaker's issues were private matters between she and
Kaufman and Broad.

Frank Goldstein. 3278 Vermont Place, advised that the arroyo to be filled is directly behind his
home. When the arroyo was compacted previously, some of his roof tiles feU off. The situation was
rectified, but he is concerned about the length of time he will be inconvenienced by the work in the
arroyo. He also is concerned that the aesthetics of the arroyo will be lost.

David Price, attorney representing CalMat, clarified that the comment period is until June 7th.

Joe Callahan, 5674 Stoneridge Drive, responded to some of the homeowners' concerns. He stated
it took 3 1/2 years to obtain aU the permits from the Corps of Army Engineers, Regional Water
Quality and Control Board and Fish and Game. He described the design and landscaping anticipated
in the redesigned arroyo. There is no such improvement elsewhere in the valley. Zone 7 has to
accept the deed restriction for the maintenance and control of the creek. Mr. Callahan feels wildlife
will relocate to the arroyo area. He also assured the neighbors that they will not be inconvenienced
with the arroyo work as they may have been during the Somerset development. He also feels the
landscaping and berming behind their backyards will provide sufficient screening. Mr. Callahan
stated statistically there is no danger posed by the location of the airport to the park and housing.

In response to Commissioner Cooper, Mr. Callahan advised that by 1999 new Federal regulations
will become effective which prohibit the noisier aircraft engines. Mr. Callahan advised that the
Livermore airport has the same safety zone distances as the San Francisco and Oakland airports.

Paul Lopez advised Kaufman and Broad will hold a neighborhood meeting to respond to the
neighbors' concerns on May 30th, at the Hilton Hotel, from 6:30 p.m. to 9:30 p.m. He also stated
that Kaufman and Broad will be involved in some sense with the park and industrial components of
the project.

Sally Becks, 3326 Vermont Place, spoke about the airport noise, stating the planes do not follow the
flight path and subsequently fly right over her house. Complaining to the airport tower only rectifies
the situation for a few days.

Geert Van Looy, 3404 Vermont Place, advised that when the winds change and during the winter
time, planes land to the east and fly over his home very low (less than 1000 feet). He is concerned
about the potential for crashes in the development during takeoffs and landings. He also stated he
was originally told that this area was zoned for a day use park.

Paul Lopez commented that he believes Kaufman and Broad is attempting to involve the community
at aU levels with respect to this project.

Joe Callahan advised the California Somerset homes are the fIrst built in Pleasanton with noise
mitigating features, and in a visit to the Livermore airport tower, there has not been one noise
complaint call from these homes. It is his opinion that any home built within the Specific Plan area
should be built with these mitigations, but many have not been. The current project will be built
with even more sophisticated noise mitigation measures.

Planning Commission Minutes

Page 12

May 22, 1996
