The changes to the Specific Plan are: the commercial aIea would be reduced <br />in size: 45 acres of MDR land use would be added; 17 acre active park would be expanded to a 33 <br />acre sports park located to the east of the subject site; Staples Ranch Drive would be extended an <br />additional 250 feet to the east; a pedestrian bridge would be constructed across the Arroyo Mocho, <br />and some internal circulation would be modified. <br /> <br />Ms. Watt noted that before an amendment can be made to the Specific Plan, a supplemental EIR <br />must be conducted. The focus of the supplemental draft EIR are land use and planning, traffic and <br />circulation, noise, hydrology and biological resources. <br /> <br />Staff noted that no decision will be made at this meeting; public testimony will be heard and written <br />comments will be taken until 5 p.m. on June 7th. Responses to these comments will be made in a <br />separate document and will also become part of the Final EIR. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Paul Lopez, Kaufman and Broad, provided reference exhibits of the development layout and an aerial <br />photo of the entire specific plan. <br /> <br />Dennis Hunt, 501 El Charro Road, CalMat, advised CalMat owns El Charro Road, and they operate <br />the sand and gravel quarry at the end of El Charro Road. They have owned this road since 1955, <br />and it is their only access to transport sand and gravel to Bay Area communities. They are <br />concerned about the traffic study for El Charro Road. This is their only access out of the quarry <br />since Stanley Blvd. was closed to their truck traffic by the City. They have written to staff outlining <br />their concerns of the EIR and the public safety issues of car traffic merging with their truck traffic <br />on El Charro Road. Staff advised the speaker that this is the only hearing on the EIR, however, <br />there will be several more hearings on the project itself. In response to Commissioner Barker, Mr. <br />Hunt advised that CalMat is concerned about keeping their rights to haul quarry materials over El <br />Charro Road seven days a week, 24 hours a day with no weight restrictions. He is open to any <br />suggestion to keep the gravel trucks and car traffic separated. Mr. Hunt also noted CalMat is willing <br />to meet with staff and the developers to discuss issues at any time. <br /> <br />Amy Apperson, 3334 Vermont Place, feels that, for the safety of the users of the park, the sports <br />park is too close to the airport. She also has major concern about the safety and noise of the airport <br />and is concerned with the disappearance of the egrets. <br /> <br />Victoria Holt, 3390 Vermont Place, is concerned about the spill factor of the headlights. The <br />original zoning was only park use. Now there are 311 homes zoned. How is noise going to be <br />mitigated, how will headlights be mitigated? What will happen if she gets cracks in her pool caused <br />by the heavy equipment? Ms. Holt commented that the developers have been very good at answering <br />her questions and being very up front and open with their plans. Ms. Holt asked if the sports park <br />is a certainty. She is concerned about the lights and noise of late night games. She inquired what <br />other sport park would have the proposed type of lighting; she will go and analyze the lighting <br />situation for herself.
