He believes this ground falls within the City's <br />annexation policy, it is a nontaxable entity. Staff advised that the ownership and management <br />of the Fairgrounds could be added to the General Plan, and further advised Mr. Jones that the <br />fairgrounds is already annexed to the City. <br /> <br />Commissioner Hovingh inquired if the City gets a portion of the sales tax revenues. Mr. <br />Beougher advised the City gets a type of in-lieu fee calculated on the satellite and horse racing <br />wagering throughout the state and during the course of the Fair. That money is collected from <br />the State. <br /> <br />Page 106 of the EIR, Table 9: Mr. Jones feels it is wrong to imply that the homeowners in the <br />Rose A venue area want the road extension. He stated he has petitions signed by all but two <br />property owners stating they do not want Rose Avenue extended. Staff advised that the Pinal <br />EIR could be modified that the property owners have not requested the extension of Rose <br />Avenue to Valley Avenue. <br /> <br />Mr. Jones feels that he is limited in requesting higher densities because the Fairgrounds controls <br />the easements and his access. He feels the Fairgrounds wants to limit development, and in so <br />doing, is denying the extension of Rose Avenue. <br /> <br />Mr. Jones feels that Pleasanton Avenue to Bernal Avenue is more direct than Hopyard to Hansen <br />to Valley Avenue. <br /> <br />Mr. Jones understands a roadway immediately south of the arroyo is not possible. Staff advised <br />the word "immediately" could be deleted. The Commission agreed with this modification. The <br />second option is for a road across the Fairgrounds, and he feels this is no option because <br />Pleasanton has no legal right to obtain an easement. Also, demanding funding from the affected <br />properties without greatly increasing the densities does not justify the expense to the affected <br />properties. Mr. Jones further believes that the extension of Rose Avenue is a benefit to the <br />Downtown, and the Downtown should, therefore, share in the cost of the extension. <br /> <br />Lorelei Tolvtvar, 1993 Greenwood Road, feels there should be another middle school in the <br />City. She also does not approve of the extension of Valley Avenue across the San Francisco <br />property feeling it will add too much congestion. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />~ <br /> <br />Commissioner Barker asked what is done, according to the EIR, when noise levels exceed <br />standards.
